【摘要】：軍事外交是一國總體外交的重要組成部分,也是國防政策在對外關(guān)系中的體現(xiàn),它與政治、經(jīng)濟(jì)、文化等層面的外交共同致力于國家利益的維護(hù)與拓展。奧巴馬政府通過對東南亞國家開展國際軍事交往、舉辦聯(lián)合軍事演習(xí)、拓展海外軍事設(shè)施、提供軍事援助、發(fā)展軍火貿(mào)易以及非傳統(tǒng)安全合作與人道主義救援等軍事外交手段,不遺余力地發(fā)展同東南亞國家的軍事關(guān)系,維護(hù)美國的地區(qū)軍事存在優(yōu)勢。奧巴馬政府的軍事外交努力同中美實(shí)力對比變化和美國“亞太再平衡”戰(zhàn)略出臺等體系層面的因素密切相關(guān);同時,地區(qū)矛盾與熱點(diǎn)持續(xù)升溫、美國新軍事戰(zhàn)略的調(diào)整和東南亞國家的安全需求等地區(qū)和國家層次因素也發(fā)揮了重要影響。軍事外交與國家整體外交形勢和地區(qū)安全形勢緊密相關(guān),奧巴馬政府對東南亞國家的軍事外交盡管成效顯著,卻增加了地區(qū)的不穩(wěn)定性,并且難掩掣肘因素。
[Abstract]:Military diplomacy is an important part of a country's overall diplomacy, and is also the embodiment of national defense policy in foreign relations. Together with the diplomacy of politics, economy, culture and so on, military diplomacy is committed to the maintenance and expansion of national interests. The Obama administration through international military contacts with Southeast Asian countries, holding joint military exercises, expanding overseas military facilities, providing military assistance, developing arms trade, non-traditional security cooperation and humanitarian relief and other military and diplomatic means. We will spare no effort to develop military relations with Southeast Asian countries and maintain the superiority of the US military presence in the region. The military and diplomatic efforts of the Obama administration are closely related to the factors at the system level, such as the changes in the strength contrast between China and the United States and the introduction of the "Asia-Pacific rebalancing" strategy of the United States. At the same time, regional contradictions and hot spots continue to heat up. The adjustment of the new military strategy of the United States and the security needs of Southeast Asian countries have also played an important role in regional and national factors. Military diplomacy is closely related to the overall diplomatic situation of the country and the regional security situation. Although the Obama administration's military diplomacy to Southeast Asian countries has achieved remarkable results, it has increased regional instability and difficult to cover up the constraints.
