【摘要】：隨著我國社會的發(fā)展和人們生活水平的不斷提高,可供老年人選擇的養(yǎng)老方式日益增多,居家養(yǎng)老屬于其中的一種。作為一種較為新穎地養(yǎng)老模式,居家養(yǎng)老在政策、資金、管理、人才培養(yǎng)方面都需要政府的參與支持。居家養(yǎng)老服務(wù)指的是將政府和社會服務(wù)機(jī)構(gòu)結(jié)合起來,依托社區(qū),共同為老年人上門提供各方面服務(wù)的一種養(yǎng)老模式,是目前我國最適合老年人生活方式的養(yǎng)老之一。我國政府支持居家養(yǎng)老服務(wù)具有以下重要的意義:一是滿足廣大老年人不斷增長的物質(zhì)和文化需求;二是減輕我國就業(yè)壓力,提供社會崗位;三是促進(jìn)經(jīng)濟(jì)增長和資金流動,提高我國人均消費(fèi)水平;四是加快我國建設(shè)社會主義和諧社會的進(jìn)程。我國政府支持居家養(yǎng)老服務(wù)不僅具有重要的意義,同時也具備一定的必要性。主要表現(xiàn)在:第一,居家養(yǎng)老服務(wù)作為公共產(chǎn)品需要政府支持。第二,居家養(yǎng)老服務(wù)作為福利性產(chǎn)品需要政府支持。第三,居家養(yǎng)老服務(wù)作為正外部性產(chǎn)品需要政府支持。有關(guān)市南區(qū)政府支持居家養(yǎng)老服務(wù)的現(xiàn)狀,本研究主要從制定并落實(shí)居家養(yǎng)老的相關(guān)規(guī)定,政府為居家養(yǎng)老提供相應(yīng)地資金扶持,建立一體化服務(wù)平臺向居家養(yǎng)老服務(wù)輸送專業(yè)人員和加強(qiáng)對居家養(yǎng)老服務(wù)組織的管理等方面進(jìn)行討論。市南區(qū)政府支持居家養(yǎng)老服務(wù)取得一定的成績,主要為:一是“六送”居家養(yǎng)老服務(wù)顯成效;二是實(shí)現(xiàn)居家養(yǎng)老服務(wù)點(diǎn)的全覆蓋;三是啟用“互聯(lián)網(wǎng)+”智慧養(yǎng)老平臺;四是社會化居家養(yǎng)老服務(wù)組織不斷擴(kuò)大;五是加強(qiáng)各方面技能培訓(xùn);六是探索醫(yī)養(yǎng)結(jié)合政策。盡管市南區(qū)取得了一定的成績,但通過對其調(diào)查發(fā)現(xiàn),在實(shí)施過程中仍存在一定的問題,主要表現(xiàn)為:一是市南區(qū)政府對居家養(yǎng)老服務(wù)相關(guān)政策的宣傳不到位,導(dǎo)致政策的受眾面較小;二是市南區(qū)政府對居家養(yǎng)老服務(wù)的資金投入有限,居家養(yǎng)老經(jīng)費(fèi)不足;三是市南區(qū)政府缺少對居家養(yǎng)老服務(wù)資源的有效整合導(dǎo)致老年人對居家養(yǎng)老服務(wù)滿意度低;四是居家養(yǎng)老服務(wù)人員的專業(yè)化水平低,服務(wù)隊(duì)伍建設(shè)落后導(dǎo)致服務(wù)無法充分滿足多樣化需求。針對上述問題及問題產(chǎn)生的原因,筆者主要提出了以下對策建議:其一,加強(qiáng)居家養(yǎng)老相關(guān)政策的宣傳落實(shí),提高社會認(rèn)知度和受眾面;其二,加大政府對居家養(yǎng)老的財(cái)政投入和資金籌措力度;其三,整合居家養(yǎng)老資源,建立居家養(yǎng)老政府服務(wù)網(wǎng)絡(luò)體系;其四,加強(qiáng)服務(wù)隊(duì)伍建設(shè),提高服務(wù)人員的專業(yè)化水平。
[Abstract]:With the development of our society and the continuous improvement of people's living standard, there are more and more ways for the elderly to choose for the aged, one of them is to provide for the aged at home. As a relatively novel pension model, the policy, capital, management and personnel training of the family pension need the government's participation and support. Home old-age service refers to the combination of the government and social service institutions, relying on the community, to jointly provide all aspects of elderly services, is currently the most suitable for the elderly one of the way of life. The support of the Chinese government for home pension services has the following important significance: first, to meet the growing material and cultural needs of the elderly; second, to alleviate the pressure of employment in our country and to provide social jobs; and third, to promote economic growth and the flow of funds. Fourth, speed up the process of building a harmonious socialist society in China. It is not only of great significance, but also of necessity for our government to support the care for the aged at home. The main performance is: first, the home endowment service needs the government support as the public goods. Second, as welfare products, home pension services need government support. Third, as a positive external product, home pension service needs government support. Regarding the current situation of the municipal government supporting the home pension service, this study mainly from the formulation and implementation of the relevant provisions of the home pension, the government for the home pension to provide corresponding financial support, The establishment of an integrated service platform to provide professional staff to the home pension service and the strengthening of the management of the home pension service organization are discussed. The municipal government in the southern region of China has made certain achievements in supporting the home old-age care service, mainly as follows: first, the "six free" home pension services are effective; second, the full coverage of the home pension service points is realized; third, the "Internet" intelligent pension platform is used; Fourth, the socialized home pension service organization expands unceasingly; fifth, strengthens each aspect skill training; sixthly, explores the medical care union policy. Although some achievements have been made in the southern district, through the investigation, it is found that there are still some problems in the implementation process. The main manifestations are as follows: first, the government in the southern district did not publicize the policies related to the family pension service in place. The second one is that the government in the southern district of the city has limited investment in the family pension service, and the family pension fund is insufficient; Third, the lack of effective integration of the home pension service resources by the municipal government in the southern region leads to the low satisfaction of the elderly with the home pension service; the fourth is the low level of specialization of the family pension service personnel. The backward construction of the service team leads to the failure of the service to fully meet the diversified needs. In view of the above problems and the causes of the problems, the author puts forward the following countermeasures and suggestions: first, strengthen the promotion and implementation of the related policies for the aged at home, improve the social awareness and popularity; second, Increase the government's financial input and raise funds for the aged at home; third, integrate the resources for the aged at home, establish the network system of the government service for the aged at home; fourth, strengthen the construction of service ranks, improve the professional level of service staff.
