【摘要】：隨著滄州市老年人口數(shù)量的不斷增加,老齡化程度日益加重,養(yǎng)老問題日益突出,傳統(tǒng)的家庭養(yǎng)老作用不斷弱化,建立以居家養(yǎng)老為基礎、社區(qū)養(yǎng)老服務為依托、機構養(yǎng)老為補充的多元化養(yǎng)老體系,對滄州市應對老齡化挑戰(zhàn)至關重要。本文在深入滄州城市社區(qū)調查研究的基礎上,對滄州市城市社區(qū)居家養(yǎng)老問題進行了全面深入的分析。首先,分析了滄州市老年人的養(yǎng)老服務需求狀況,主要從生活照料服務需求、健康醫(yī)療服務需求、情感和心理慰藉服務需求、精神文化需求和社區(qū)參與和志愿服務需求,以及老年人的年齡、文化程度、健康狀況、收入情況等方面對老年人的養(yǎng)老需求狀況作了深入分析。其次,分析了滄州市社區(qū)居家養(yǎng)老服務在生活照料、醫(yī)療保健、精神文化、休閑娛樂等方面的服務供給狀況,以及社區(qū)居家養(yǎng)老發(fā)展過程中在養(yǎng)老服務設施、服務內容、服務水平、服務支援等方面存在的問題。在此基礎上,從政府、社區(qū)、社會、個人四個方面,進一步分析服務供需矛盾的原因,包括政府支持力度不夠、社區(qū)管理模式存在弊端、社會組織機構參與度不足、個人對社區(qū)居家養(yǎng)老服務認識不足等,這些因素對滄州市社區(qū)居家養(yǎng)老服務的發(fā)展造成了不同程度的影響。最后,在解決策略上,提出以原有社區(qū)為立足點,以社區(qū)成員互助參與為基礎,利用社區(qū)內外的資源,形成合力來推進社區(qū)養(yǎng)老服務的進一步發(fā)展,齊抓共管,重塑政府工作格局,完善“3+X”居家養(yǎng)老服務體系建設,在市場、機構、服務隊伍、信息化建設上提升社區(qū)居家養(yǎng)老服務水平,并做好居家養(yǎng)老服務發(fā)展的補充工作,形成長效的社區(qū)居家養(yǎng)老服務模式的對策建議。
[Abstract]:With the incessant increase of the number of the aged population in Cangzhou, the aging degree is getting more and more serious, the old-age problem is becoming more and more prominent, the traditional family old-age support function is weakening constantly, the foundation is based on the old-age care at home, and the community old-age service is relied on. The diversified pension system supplemented by institutional pension is very important for Cangzhou to deal with the challenge of aging. Based on the investigation and research of Cangzhou urban community, this paper makes a thorough analysis on the problem of the family pension in Cangzhou city. First of all, it analyzes the demand for old-age care services for the elderly in Cangzhou, mainly from the needs of life care services, health care services, emotional and psychological comfort services, spiritual and cultural needs, community participation and voluntary service needs. The age, education, health and income of the elderly are analyzed. Secondly, it analyzes the service supply situation of the community home pension service in Cangzhou city in the aspects of life care, medical care, spiritual culture, leisure and entertainment, as well as the service facilities and service contents in the process of community home pension development. Service level, service support and other problems. On this basis, from the four aspects of government, community, society and individual, the paper further analyzes the reasons of the contradiction between supply and demand of service, including insufficient government support, malpractice of community management model, insufficient participation of social organizations, The lack of personal understanding of the community home pension services, these factors have caused varying degrees of impact on the development of Cangzhou community home pension services. Finally, in the solution strategy, put forward to take the original community as the foothold, take the community members' mutual help participation as the foundation, utilize the resources inside and outside the community, form a joint effort to promote the further development of the community pension service, Reshaping the pattern of government work, perfecting the construction of "3X" home pension service system, improving the level of community home pension service in market, organization, service team and information construction, and doing a good job of supplementary work for the development of home pension service. The countermeasures and suggestions to form a long-term community home-based pension service model.
