【摘要】：2007年以后,索馬里沿岸的海盜犯罪給國際社會造成了嚴重威脅。針對這一問題,日本一方面極力融入既有國際法律體系、構建與完善國內法律制度,夯實了參與海盜治理的法律基礎;另一方面,日本積極與國際社會進行合作,通過有效參與國際海上護航活動、提供與海盜治理相關的功能性援助項目、設立吉布提軍事基地等舉措,不斷加大參與索馬里海盜治理的強度與廣度,取得了較好的效果。從本質上來看,日本參與索馬里海盜治理事務的意圖不僅在于維護本國海上通道安全,其最終目的還在于以索馬里及周邊的吉布提等國為抓手,擴大在東非乃至印度洋地區(qū)的軍事存在,為實現(xiàn)日本軍事大國的戰(zhàn)略目標服務。
[Abstract]:Since 2007, piracy off the coast of Somalia has posed a serious threat to the international community. In response to this problem, on the one hand, Japan has tried its best to integrate into the existing international legal system, to construct and perfect the domestic legal system, and to consolidate the legal basis for participating in the governance of pirates; on the other hand, Japan has actively cooperated with the international community. Through the effective participation in international maritime escort activities, the provision of functional assistance projects related to piracy governance, the establishment of Djibouti military base and other initiatives, the intensity and breadth of participation in Somali piracy governance have been continuously increased, and good results have been achieved. In essence, Japan's intention to participate in the governance of Somali pirates is not only to maintain the security of its maritime channels, but also to use Somalia and surrounding countries such as Djibouti as its ultimate targets. The expansion of military presence in East Africa and even the Indian Ocean serves the realization of the strategic objectives of Japan's military power.
