【摘要】：長(zhǎng)期以來,美國和以色列都能有效管控相互之間的分歧和矛盾,使雙邊關(guān)系中偶發(fā)的"危機(jī)"成為短期現(xiàn)象。但在奧巴馬時(shí)期,圍繞巴以和平進(jìn)程和伊朗核危機(jī)等問題,美以特殊關(guān)系出現(xiàn)了最為持久的嚴(yán)重"危機(jī)"。從各自的政策立場(chǎng)出發(fā),內(nèi)塔尼亞胡政府和奧巴馬政府都為積極爭(zhēng)取美國猶太組織的支持而實(shí)施游說動(dòng)員和反游說動(dòng)員。前者采取"推右抑左"的策略,而后者則針鋒相對(duì)地采取"扶左抑右"策略。面對(duì)美以關(guān)系危機(jī),以"美以公共事務(wù)委員會(huì)"為代表的主流猶太組織則注意彌合雙方的分歧和矛盾,努力管控和緩解危機(jī)。但在美以關(guān)系危機(jī)愈演愈烈的情況下,這些組織難免滑向與奧巴馬政府的直接或間接對(duì)抗,并成為美國國內(nèi)黨爭(zhēng)的犧牲品而一再受挫。領(lǐng)導(dǎo)人之間的個(gè)性和理念上差異、國家利益的重要分歧,以及美國社會(huì)和美國猶太社團(tuán)內(nèi)部的極化現(xiàn)象,都給主流猶太組織有效管控美以關(guān)系"危機(jī)"帶來了難度。在特朗普時(shí)代,美國主流猶太組織仍然非常強(qiáng)大,盡管借以發(fā)揮影響的國內(nèi)環(huán)境發(fā)生了變化,但仍有望推動(dòng)美以關(guān)系獲得改善。
[Abstract]:For a long time, the United States and Israel have been able to effectively manage their differences and contradictions, making the occasional "crisis" in bilateral relations a short-term phenomenon. But during Obama's time, the US-Israel special relationship emerged as the most enduring and serious crisis over issues such as the peace process between Israel and Palestine and the Iranian nuclear crisis. From their respective policy positions, both the Netanyahu administration and the Obama administration are engaged in lobbying mobilization and anti-lobbying mobilization to actively enlist the support of Jewish organizations in the United States. The former adopts the strategy of "pushing right and suppressing left", while the latter adopts the strategy of "supporting left and suppressing right". In the face of the crisis between the United States and Israel, the mainstream Jewish organizations, represented by the United States Public Affairs Committee, pay attention to bridging the differences and contradictions between the two sides, and strive to manage and alleviate the crisis. But as the US-Israel crisis intensifies, it is inevitable that these groups will slide into direct or indirect confrontation with the Obama administration and become victims of a political row within the United States. The differences in personality and ideas between leaders, the important differences in national interests, and the polarization within American society and Jewish communities make it difficult for mainstream Jewish organizations to effectively manage the "crisis" in US-Israel relations. In the Trump era, mainstream Jewish organizations in the United States remained strong and, despite changes in the domestic environment under which they were influenced, they were expected to push for a better relationship between the United States and Israel.
