【摘要】：人口老齡化是當(dāng)前世界各國(guó)普遍關(guān)注的社會(huì)問(wèn)題。我國(guó)作為世界上人口最多和老年人數(shù)最多的國(guó)家,人口快速老齡化帶來(lái)的老齡問(wèn)題必將對(duì)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展產(chǎn)生廣泛而深遠(yuǎn)的影響。內(nèi)蒙古作為邊疆少數(shù)民族地區(qū)和經(jīng)濟(jì)欠發(fā)達(dá)地區(qū),人口老齡化的形勢(shì)不容樂(lè)觀,主要表現(xiàn)為老齡化發(fā)展迅速、發(fā)展不平衡以及“未富先老”“未備先老”跡象明顯等特征。人口老齡化不僅僅是人口結(jié)構(gòu)的變化,它對(duì)我區(qū)的政治、經(jīng)濟(jì)、社會(huì)乃至家庭都會(huì)產(chǎn)生直接影響。人口老齡化不僅會(huì)使老年人口撫養(yǎng)比增大、高齡和失能老人越來(lái)越多,還會(huì)使生活在空巢家庭中的老年人口比例不斷提高、家庭養(yǎng)老功能弱化,同時(shí)也對(duì)現(xiàn)有的老年社會(huì)保障體系、醫(yī)療保障體系以及國(guó)家的公共政策提出了嚴(yán)峻的挑戰(zhàn)。如何構(gòu)建人口老齡化應(yīng)對(duì)政策制度體系,必須給予高度重視,進(jìn)行深入研究。老齡問(wèn)題是一個(gè)復(fù)雜的綜合性問(wèn)題,不僅需要政府及老齡工作部門的大力支持和主動(dòng)作為,也需要全社會(huì)的共同努力。具體來(lái)講,就是要不斷完善社會(huì)保障制度,加強(qiáng)社會(huì)養(yǎng)老保障制度建設(shè),建立覆蓋面更廣、更加多樣化的老年社會(huì)服務(wù)網(wǎng)絡(luò),大力發(fā)展社會(huì)福利事業(yè)和福利設(shè)施,滿足老年人的基本生活需求。本文立足于我國(guó)人口老齡化的大背景,以內(nèi)蒙古為例,對(duì)內(nèi)蒙古的人口老齡化問(wèn)題進(jìn)行了較為系統(tǒng)的研究,既研究了人口老齡化的現(xiàn)狀,又分析了人口老齡化帶來(lái)的影響,在系統(tǒng)研究的基礎(chǔ)上提出了相應(yīng)的應(yīng)對(duì)策略,以期為推動(dòng)老齡事業(yè)的健康發(fā)展拓展思路、提供對(duì)策。
[Abstract]:Population aging is a social problem that countries all over the world pay close attention to. As China has the largest population and the largest number of elderly people in the world, the aging problem brought by the rapid aging of the population will have a wide and far-reaching impact on the sustainable development of social economy. The situation of population aging in Inner Mongolia, as a frontier minority area and an underdeveloped region, is not optimistic. It is characterized by the rapid development of aging, the imbalance of development, and the obvious signs of "aging before wealth" and "aging before preparation". Population aging is not only the change of population structure, but also has direct influence on politics, economy, society and even family. The aging of the population not only increases the dependency ratio of the elderly, but also increases the proportion of the elderly living in empty nests and weakens the old-age function of the family. At the same time, it poses a severe challenge to the existing social security system for the elderly, the medical security system and the public policies of the country. How to construct the policy system of population aging must be paid more attention and studied deeply. The problem of ageing is a complex and comprehensive problem, which not only needs the support and initiative of the government and the work department on ageing, but also needs the joint efforts of the whole society. Specifically, it is necessary to continuously improve the social security system, strengthen the construction of the social old-age security system, establish a broader and more diversified social service network for the elderly, and vigorously develop social welfare undertakings and welfare facilities. To meet the basic needs of the elderly. Based on the background of population aging in China and taking Inner Mongolia as an example, this paper makes a systematic study on the problem of population aging in Inner Mongolia. It not only studies the current situation of population aging, but also analyzes the impact of population aging. On the basis of systematic research, the corresponding countermeasures are put forward in order to promote the healthy development of the cause of old age.
