【摘要】：人民代表大會(huì)制度是我國(guó)的根本政治制度,隨著民主進(jìn)程的不斷推進(jìn),公民政治素養(yǎng)的不斷提高,人民代表大會(huì)的作用也在不斷地加強(qiáng),要繼續(xù)推動(dòng)人大功能的發(fā)揮,其中重要的一步就是要加強(qiáng)人大的監(jiān)督權(quán),這對(duì)于民主和法制建設(shè)也有極重要的促進(jìn)作用,但目前人大監(jiān)督在監(jiān)督主體、監(jiān)督過(guò)程、監(jiān)督效果等方面存在諸多的問(wèn)題,影響了人大功能的發(fā)揮,人大監(jiān)督權(quán)存在問(wèn)題根源于人大自身建設(shè)的不完善和法律保障的不健全。借鑒國(guó)外議會(huì)監(jiān)督的有益成分,根據(jù)我國(guó)的實(shí)際情況,從完善人大自身建設(shè)和健全法律保障、改進(jìn)監(jiān)督方式、優(yōu)化監(jiān)督程序,構(gòu)建有利于監(jiān)督的政治文化等方面提出完善人大監(jiān)督權(quán)的對(duì)策建議。
[Abstract]:The people's Congress system is the fundamental political system of our country. With the continuous advancement of the democratic process and the continuous improvement of the political literacy of citizens, the role of the people's Congress is also continuously strengthened. It is necessary to continue to promote the functions of the people's congresses. One of the important steps is to strengthen the supervisory power of the NPC, which also plays an extremely important role in promoting the construction of democracy and the legal system. However, at present, there are many problems in the supervision of the NPC in the areas of the main body of supervision, the process of supervision, and the effect of supervision. The existence of the supervision power of the people's Congress originates from the imperfection of the construction of the people's Congress and the imperfection of the legal guarantee. Drawing lessons from the beneficial elements of foreign parliamentary supervision, according to the actual situation of our country, from perfecting the construction of the people's Congress and perfecting the legal guarantee, improving the way of supervision, optimizing the supervision procedure, This paper puts forward some suggestions on how to perfect the supervision power of the NPC from the aspects of constructing the political culture conducive to supervision.
