【摘要】："醫(yī)養(yǎng)結(jié)合"養(yǎng)老模式可為老年人提供有效的醫(yī)療服務(wù),實踐中,已形成整合照料、聯(lián)合運行和支撐輻射三種"醫(yī)養(yǎng)結(jié)合"養(yǎng)老模式運行機制,但存在管理體制不健全、長效籌資機制尚未建立、資源配置與需求不匹配以及醫(yī)養(yǎng)結(jié)合照護(hù)人員不足等現(xiàn)實困境。應(yīng)從健全覆蓋全部老年殘疾人的長期照護(hù)服務(wù)制度、優(yōu)化老年殘疾人"醫(yī)養(yǎng)結(jié)合"養(yǎng)老服務(wù)體系的資源配置、拓寬資金渠道以及優(yōu)化服務(wù)內(nèi)容等多個方面突破老年殘疾人"醫(yī)養(yǎng)結(jié)合"養(yǎng)老服務(wù)模式的困境。
[Abstract]:The mode of "combination of medical care and support" can provide effective medical service for the elderly. In practice, three kinds of "combination of medical care, combined operation and support radiation" have been formed, but the management system is not perfect. The long-term financing mechanism has not been established, the resource allocation and demand are not matched, and the shortage of nursing staff. We should improve the long-term care service system that covers all the elderly persons with disabilities, optimize the resource allocation of the "combination of medical care and support" old-age service system for the elderly disabled people, Broaden the fund channel and optimize the service content to break through the dilemma of the elderly disabled "medical and support" old-age service model.
