【摘要】：隨著全球化進程的不斷深入,恐怖主義活動范圍已經(jīng)波及全球,迫切的現(xiàn)實要求國際社會加強反恐合作。進入新世紀以來,盡管國際反恐合作在一些方面取得了階段性成效,但仍舊面臨著困境。目前國際反恐合作研究的相關(guān)理論并不完善,這也一定程度上限制了國際反恐合作的有效開展。本文嘗試從公共產(chǎn)品理論這個新的視角對國際反恐合作的困境進行深入剖析,從而用針對性的解決策略來促進國際反恐合作。本文共分為五部分:第一部分是緒論,主要是交待選題的背景和意義,并對國內(nèi)外相關(guān)課題的研究現(xiàn)狀進行總結(jié),從而引出研究主題,還客觀評述本文的研究理論基礎(chǔ)、方法及創(chuàng)新之處。第二部分是公共產(chǎn)品理論的闡釋。以公共產(chǎn)品的概念、特點和分類為切入點,闡述公共產(chǎn)品理論的核心理念,同時對其發(fā)展脈絡(luò)進行整理。接下來,從公共產(chǎn)品供應(yīng)的主體和供需現(xiàn)狀來深分析公共產(chǎn)品的供給模式。第三部分是關(guān)于國際反恐合作的基本情況。這一部分主要介紹了對恐怖主義的認識,并分析和梳理了國際反恐合作的現(xiàn)狀和趨勢,從而得出國際反恐合作是一種國際公共產(chǎn)品的重要觀點,為下文的研究打好基礎(chǔ)。第四部分是對國際反恐合作的現(xiàn)實困境進行分析。主要運用公共產(chǎn)品的相關(guān)理論分析當(dāng)前國際反恐合作面臨的困境,為后文進一步提出促進國際反恐合作的策略作了鋪墊。第五部分是本文理論與實證結(jié)合部分,主要是提出促進國際反恐合作的策略。針對國際反恐合作存在的困境,嘗試提出相應(yīng)的解決策略,從而使得國際反恐合作更加深入有效地開展。最后,對本文的研究成果進行總結(jié)同的時也提出了不足之處。不難看出,公共產(chǎn)品理論尚處于初級階段,加上恐怖主義問題的解決并不是一朝一夕就能完成的,因此,國際反恐合作還有很長的路要走。
[Abstract]:With the deepening of globalization, the scope of terrorism has spread all over the world, the urgent reality of the international community to strengthen counter-terrorism cooperation. Since entering the new century, although international anti-terrorism cooperation has made progress in some aspects, it still faces difficulties. At present, the relevant theories of international anti-terrorism cooperation are not perfect, which to some extent limits the effective development of international anti-terrorism cooperation. This paper attempts to analyze the dilemma of international anti-terrorism cooperation from the new perspective of public goods theory, so as to promote international anti-terrorism cooperation with targeted solutions. This paper is divided into five parts: the first part is the introduction, mainly about the background and significance of the topic, and summarizes the research status quo of related topics at home and abroad, thus leading to the research theme, and also objectively comment on the theoretical basis of this research. Methods and innovations. The second part is the explanation of the theory of public goods. Based on the concept, characteristics and classification of public goods, this paper expounds the core idea of the theory of public goods and collates its development. Then, the supply mode of public goods is deeply analyzed from the main body of public goods supply and the present situation of supply and demand. The third part is about the basic situation of international anti-terrorism cooperation. This part mainly introduces the understanding of terrorism, and analyzes and combs the current situation and trend of international anti-terrorism cooperation, and draws the conclusion that international anti-terrorism cooperation is an important point of international public goods, which lays a good foundation for the following research. The fourth part is to analyze the realistic predicament of international anti-terrorism cooperation. This paper mainly analyzes the predicament of the international anti-terrorism cooperation by using the relevant theories of public goods, and lays the groundwork for further putting forward the strategy of promoting the international anti-terrorism cooperation. The fifth part is the combination of theory and practice, mainly put forward the strategy of promoting international anti-terrorism cooperation. In view of the dilemma of international anti-terrorism cooperation, this paper tries to put forward the corresponding solutions, so that international anti-terrorism cooperation can be carried out more deeply and effectively. Finally, the conclusion of the research results of the same time also put forward the shortcomings. It is not difficult to see that the theory of public goods is still in its infancy, and the solution to the problem of terrorism cannot be completed overnight. Therefore, there is still a long way to go in international cooperation against terrorism.
