【摘要】：地方人大代表表現(xiàn)出選擇性回應(yīng)偏好。在結(jié)構(gòu)回應(yīng)方面,地方人大將新興階層精英吸納為人大代表,使代表結(jié)構(gòu)變化在一定程度上反映了中國(guó)社會(huì)結(jié)構(gòu)變化。然而,這種政治吸納更偏好社會(huì)精英階層而非社會(huì)弱勢(shì)階層。在問責(zé)回應(yīng)方面,選民可以通過(guò)代表述職評(píng)議、罷免等方式問責(zé)代表,代表也可以通過(guò)發(fā)起質(zhì)詢和詢問對(duì)政府進(jìn)行問責(zé),但無(wú)論是選民問責(zé),還是代表問責(zé),其問責(zé)回應(yīng)效果仍有待進(jìn)一步提高。在利益回應(yīng)方面,市級(jí)人大代表偏好回應(yīng)集團(tuán)利益,經(jīng)濟(jì)落后地區(qū)的代表偏好回應(yīng)選區(qū)利益,都市中心區(qū)的代表偏好回應(yīng)集團(tuán)利益。法團(tuán)主義代表制、兼職代表制和人大實(shí)際政治地位不高是導(dǎo)致地方人大代表進(jìn)行選擇性回應(yīng)的主要原因。完善地方人大代表的回應(yīng)機(jī)制可以從完善人大代表候選人提名機(jī)制、強(qiáng)化地方人大的問責(zé)機(jī)制和加強(qiáng)人大代表與選區(qū)的聯(lián)系機(jī)制等三個(gè)方面著力推進(jìn)。
[Abstract]:Local deputies to the National people's Congress showed a preference for selective responses. In terms of structural response, the local people's congresses have absorbed the new elite as deputies to the National people's Congress, so that the changes in the representative structure to some extent reflect the changes in China's social structure. However, this kind of political absorption prefers the social elite to the weak. In terms of accountability and response, voters can hold representatives accountable through debriefing, dismissal and other means. Representatives can also be held accountable to the Government through questions and inquiries. But whether it is the accountability of voters or the accountability of representatives, Its accountability response effect still needs to be further improved. In terms of interest response, the representatives of the municipal people's Congress prefer to respond to the interests of the group, the representatives of the economically backward areas prefer to respond to the interests of the constituencies, and the representatives of the urban centers prefer to respond to the interests of the group. The main reasons for the selective response of the deputies to the local people's Congress are the representative system of the corporation, the part-time representative system and the low actual political status of the people's Congress of the people's Congress. Perfecting the response mechanism of the local people's Congress deputies can be pushed forward from three aspects: perfecting the nominating mechanism of the candidates of the people's Congress, strengthening the accountability mechanism of the local people's Congress and strengthening the contact mechanism between the deputies to the people's Congress and the electoral district.
