【摘要】：迄今為止,我國(guó)參加國(guó)際維和行動(dòng)僅限于聯(lián)合國(guó)主導(dǎo)實(shí)施的維和行動(dòng),尚未參加其他類型的維和行動(dòng)。近年來(lái)我國(guó)周邊地區(qū)安全形勢(shì)進(jìn)一步復(fù)雜化并在一定程度上朝著于我不利的方向發(fā)展。在可以預(yù)見(jiàn)的將來(lái),由中國(guó)主導(dǎo)的地區(qū)維和行動(dòng)勢(shì)在必行。開(kāi)展區(qū)域維和行動(dòng)既有外部需求,我國(guó)內(nèi)部又具有實(shí)力和能力。問(wèn)題的關(guān)鍵之處在于我們應(yīng)及早突破陳舊觀念窠臼,因應(yīng)國(guó)際安全形勢(shì)的迅速發(fā)展變化,依據(jù)《聯(lián)合國(guó)憲章》和區(qū)域組織基本文件以及與東道國(guó)簽署的協(xié)議開(kāi)展區(qū)域維和行動(dòng),在為國(guó)際和平安全做出貢獻(xiàn)的同時(shí)也有利于維護(hù)我國(guó)家利益,最終形成雙贏或者共贏的局面。主導(dǎo)實(shí)施區(qū)域維和行動(dòng)也可以作為中國(guó)為國(guó)際社會(huì)提供的公共產(chǎn)品,與我們努力成為負(fù)責(zé)任大國(guó)的國(guó)際身份相稱。
[Abstract]:To date , China ' s participation in international peacekeeping operations is limited to United Nations - led peacekeeping operations , and has not yet participated in other types of peacekeeping operations . In recent years , the security situation in the surrounding areas of our country has been further complicated and has been evolving towards me . In the foreseeable future , China - led regional peacekeeping operations are imperative . The key to the problem lies in that we should make a contribution to international peace and security and ultimately form a win - win or win - win situation . The leading implementation of regional peacekeeping operations can also serve as a common product for China for the international community , commensurate with our efforts to be responsible for the international identity of the responsible country .
