【摘要】：1961年臺灣當局面臨否決蒙古入會,抑或確保繼續(xù)把持聯(lián)合國中國代表權(quán)的兩難抉擇。"立法院"作為代表島內(nèi)主流"民意"的重要機構(gòu),堅持所謂"漢賊不兩立"立場,要求行政當局對蒙古入會案堅決投下反對票,使用否決權(quán),決不以放棄否決蒙古入會換取法語非洲國家對中國代表權(quán)有關(guān)提案的投票支持。"立法院"的這一基本立場成為行政當局對外交涉的重要"民意"基礎(chǔ)與談判后盾,為行政當局多所借力。"立法院"也不全然為行政當局所左右,"立法院"的立場與決議對當局的決策發(fā)生了事實上的牽制與影響,無論是臺灣當局最高決策者蔣介石,還是行政當局領(lǐng)導(dǎo)者陳誠,都不能全然無視"立法院"的立場與作用,并直接傳導(dǎo)至一線對外交涉中。
[Abstract]:In 1961, the Taiwan authorities faced the dilemma of vetoing Mongolia's membership or ensuring continued control of China's representation at the United Nations. "The Legislative Yuan, as an important body representing the mainstream "public opinion" on the island, insists on the position of "Han thieves do not stand side by side" and demands that the administration resolutely vote against the Mongolian membership proposal and use its veto power."never in exchange for a vote by the French-speaking African countries on the proposal for Chinese representation by renouncing the veto of Mongolia's membership."This basic position of the Legislative Yuan has become an important "public opinion" basis for the administration's foreign negotiations and the backing of the negotiations, and it has made much use of by the administration. "The Legislative Yuan "is not entirely controlled by the administrative authorities. The position and resolutions of the" Legislative Yuan "have in fact restrained and influenced the decision-making of the authorities, whether it was Jiang Jieshi, the highest decision-maker of the Taiwan authorities, or Chen Cheng, the leader of the administration.Can not completely ignore the position and role of the Legislative Yuan, and directly transmitted to foreign negotiations.
