【摘要】：隨著社會經(jīng)濟(jì)的不斷發(fā)展,人口老齡化形勢日益嚴(yán)峻,如何妥善解決養(yǎng)老問題,成為全人類面臨的巨大挑戰(zhàn)。現(xiàn)今社會,人口跨地區(qū)流動現(xiàn)象日趨頻繁,加之計劃生育國策的實施,子女的養(yǎng)老負(fù)擔(dān)越來越重,這些都不斷沖擊著我國傳統(tǒng)單靠家庭和子女養(yǎng)老的家庭養(yǎng)老模式。另外,我國還處于經(jīng)濟(jì)水平較低的社會主義初級階段,公辦養(yǎng)老機(jī)構(gòu)難以滿足所有老人的養(yǎng)老需求,民辦養(yǎng)老機(jī)構(gòu)由于環(huán)境差、收費高、服務(wù)不周到等原因致使老人不愿意到機(jī)構(gòu)養(yǎng)老。在這樣一種新形勢下,我們必須尋找新的養(yǎng)老方式來解決老人的養(yǎng)老問題。社區(qū)居家養(yǎng)老就是在這一背景下應(yīng)運而生的。社區(qū)居家養(yǎng)老結(jié)合了家庭養(yǎng)老和機(jī)構(gòu)養(yǎng)老的優(yōu)勢,將機(jī)構(gòu)養(yǎng)老專業(yè)化的服務(wù)和家庭養(yǎng)老情感的維系結(jié)合起來,調(diào)動家庭、社會和社區(qū)資源,仍以家庭為核心,依托社區(qū)服務(wù)中心,并引入社會和政府的力量,為社區(qū)老人提供各種服務(wù),如日常照料、醫(yī)療保健、精神慰藉等。社區(qū)居家養(yǎng)老模式的提出是人口老齡化形勢不斷發(fā)展下的客觀要求,是大家基于家庭養(yǎng)老功能弱化和機(jī)構(gòu)養(yǎng)老不成熟的必然選擇。這種養(yǎng)老模式的優(yōu)勢和特點在于,老人既能享受到社區(qū)提供的專業(yè)化的服務(wù),又能滿足老人在熟悉地方養(yǎng)老,避免親情淡泊的愿望,是一種切實可行的養(yǎng)老選擇。本文以福利多元理論、社區(qū)照顧理論、公共產(chǎn)品多中心理論為基礎(chǔ),梳理了國內(nèi)外相關(guān)文獻(xiàn),閱讀政府相關(guān)政策,從我國國情、老齡化形勢、政府政策、老人心里需求等方面分析了發(fā)展城市社區(qū)居家養(yǎng)老服務(wù)的必要性與可行性。通過問卷調(diào)查及實地調(diào)研訪談的方式,分析了重慶城市社區(qū)老人的養(yǎng)老需求以及社區(qū)居家養(yǎng)老服務(wù)供給的發(fā)展?fàn)顩r,從中找出老人需求與社區(qū)供給之間的差距,并以此為切入點深入全面的探討了目前重慶城市社區(qū)居養(yǎng)老服務(wù)發(fā)展的問題,主要歸結(jié)于資金、人員和供需矛盾三個方面。接著從政府職責(zé)、法律政策、資金供給、社區(qū)服務(wù)人員、輿論宣傳、評估機(jī)制等多個方面剖析了造成重慶城市社區(qū)居家養(yǎng)老服務(wù)問題的原因,在此分析之上,有針對性的提出了幾點發(fā)展重慶城市社區(qū)居家養(yǎng)老服務(wù)的建議,即從法律政策、多元籌資渠道、專業(yè)的服務(wù)隊伍、服務(wù)供給、等多個方面同時著手,提高社區(qū)居家老人的養(yǎng)老服務(wù)質(zhì)量。
[Abstract]:With the continuous development of social economy, the aging population increasingly serious situation, how to properly solve the pension problem, has become a huge challenge to mankind. Nowadays, the population mobility phenomenon is more and more frequent, and the implementation of the national policy of family planning, children's pension burden more and more heavy, which continue to impact our traditional single rely on family and children pension family pension mode. In addition, China is still in the primary stage of socialism economic level is low, public pension institutions to meet the demand of all the elderly pension, private pension institutions because of bad environment, high fees, poor service such as the causes of the elderly are not willing to go to the pension agency. In such a new under the situation, the pension problem we must find a new way to solve the pension for the elderly. Community home care is born in this background. In the domestic community old node The family pension and institutional pension and the pension institutions professional services and maintain the emotional family pension combined, mobilize the family, social and community resources, still take the family as the core, relying on the community service center, and the introduction of social and government forces, provide a variety of services for community elderly, such as daily care, health care, spiritual comfort. The community home care model is the objective requirement of the development under the situation of the aging population, everyone is the inevitable choice of weakening family pension and social pension is not mature. Based on the advantage and the characteristics of this pension model, the elderly can not only enjoy the community to provide professional services. And to meet the old man in a familiar place to avoid the family pension, indifferent to the desire, is a choice of pension feasible. Based on the theory of welfare pluralism, community care theory, public products in The psychological theory, reviews the related literature, reading related policies of government, from China's actual conditions, aging situation, government policy, demand and other aspects of old heart necessity and possibility of the development of the city community home care services. Through the questionnaire survey and field research interviews, analyzes the development status of the pension Chongqing city community elderly and community home care service supply, demand and find out between the old community supply gap from, and it is the starting point of comprehensive and deep research of the current Chongqing city community endowment service development issues, mainly due to funding, three aspects of contradiction between supply and demand. And then from the government responsibility the law, policy, money supply, community service, propaganda, many aspects of evaluation mechanism analysis of the cause of Chongqing city community home care services of the original problem For this analysis, put forward several points of development of Chongqing city community home-based care services advice from the legal policy, multiple financing channels, professional service team, service supply, and to other aspects, improve the community elderly care service quality.
