【摘要】："南海航行自由"是美國"亞太再平衡"戰(zhàn)略劍指中國的"撒手锏",超越"南海航行自由"陷阱是中國捍衛(wèi)國家主權(quán)、維護(hù)國際法和實(shí)現(xiàn)海洋強(qiáng)國夢必須面對(duì)的現(xiàn)實(shí)挑戰(zhàn)。美國打著維護(hù)"南海航行自由"的幌子行"艦機(jī)"航行自由,目的在于護(hù)持美國的亞太霸權(quán)地位。中美南海航行自由紛爭的本質(zhì)是海洋霸權(quán)國與新型海洋強(qiáng)國在南海戰(zhàn)略矛盾和戰(zhàn)略利益的競爭,其法理誘因是雙方對(duì)航行自由原則的認(rèn)知分歧,也是美國理想主義"海洋自由"傳統(tǒng)和實(shí)用主義"航行自由計(jì)劃"的延續(xù)。中美"南海航行自由"問題的不斷發(fā)酵對(duì)中國海洋軍事安全,海洋戰(zhàn)略空間的拓展以及海上崛起的輿論環(huán)境造成嚴(yán)重影響。中國應(yīng)當(dāng)在實(shí)現(xiàn)海洋強(qiáng)國的戰(zhàn)略背景下思考該問題的解決路徑。中國超越"南海航行自由"陷阱的首務(wù)是要保持戰(zhàn)略定力,為實(shí)現(xiàn)中國海洋強(qiáng)國爭取戰(zhàn)略機(jī)遇期;要加強(qiáng)與美國的戰(zhàn)略對(duì)話,在南海構(gòu)建穩(wěn)定的航行自由機(jī)制;要在國際輿論、海洋法律秩序和區(qū)域海洋公共產(chǎn)品提供中爭取外交主動(dòng),適時(shí)適度推進(jìn)南海島礁建設(shè)。
[Abstract]:The "freedom of navigation in the South China Sea" is the American "Asia-Pacific rebalancing" strategic sword that refers to China's "saver mace". Surmounting the trap of "freedom of navigation in the South China Sea" is a realistic challenge that China must face in defending national sovereignty, safeguarding international law and realizing the dream of a maritime power.Under the guise of safeguarding the freedom of navigation in the South China Sea, the United States aims to protect the United States' Asia-Pacific hegemony.The essence of the dispute over freedom of navigation between China and the United States in the South China Sea is the strategic contradiction and the competition of strategic interests between the maritime hegemonists and the new maritime powers in the South China Sea.It is also a continuation of American idealistic tradition of freedom of the sea and pragmatism of freedom of navigation.The issue of "freedom of navigation in the South China Sea" between China and the United States has a serious impact on China's maritime military security, the expansion of maritime strategic space and the rising public opinion environment at sea.China should think about the way to solve this problem against the strategic background of realizing marine power.China's first task in surmounting the trap of "freedom of navigation in the South China Sea" is to maintain strategic determination and strive for a period of strategic opportunity for the realization of China's maritime power; to strengthen strategic dialogue with the United States and to build a stable freedom of navigation mechanism in the South China Sea; and to establish a stable freedom of navigation mechanism in the South China Sea.In the process of marine legal order and regional marine public goods supply, we should strive for diplomatic initiative and promote the construction of islands and reefs in the South China Sea in a timely and appropriate manner.
