【摘要】：韓日情報(bào)合作的機(jī)制化建設(shè)由來已久,歷經(jīng)了一個(gè)由"雙邊直接合作受挫"至"三邊間接合作拉動",再至"雙邊直接合作重啟"的發(fā)展進(jìn)程�！盾娛虑閳�(bào)保護(hù)協(xié)定》的簽署是其新近取得的進(jìn)展。這一進(jìn)展是在朝鮮核導(dǎo)問題、韓日情報(bào)優(yōu)勢互補(bǔ)、韓國戰(zhàn)略調(diào)整、盟友美國支持等多重促進(jìn)因素的共同作用下實(shí)現(xiàn)的。韓日情報(bào)合作的進(jìn)展,雖然在形式上是以應(yīng)對朝鮮核導(dǎo)問題為借口,但實(shí)際上卻對韓日兩國安全戰(zhàn)略調(diào)整的互動、美國亞太安全戰(zhàn)略實(shí)施的基礎(chǔ)、韓美日三邊協(xié)調(diào)機(jī)制的構(gòu)建,以及東北亞地區(qū)安全態(tài)勢的平衡產(chǎn)生了深刻影響。
[Abstract]:South Korea and Japan have a long history in the institutional construction of information cooperation.It has gone through a development process from "bilateral direct cooperation frustrated" to "trilateral indirect cooperation pull", and then to "bilateral direct cooperation restart". The signing of "military Information Protection Agreement" is its recent progress.This progress was achieved under the joint action of the North Korean nuclear missile issue, the complementary intelligence advantages of South Korea and Japan, the strategic readjustment of South Korea, and the support of allies, the United States, and so on.Although the progress of South Korea and Japan intelligence cooperation is formally based on the pretext of dealing with the North Korean nuclear missile issue, it actually interacts with South Korea and Japan in adjusting their security strategy, the basis for the implementation of the US Asia-Pacific security strategy, and the construction of a trilateral coordination mechanism between South Korea, US and Japan.And the balance of the security situation in Northeast Asia has had a profound impact.
