【摘要】：養(yǎng)老產(chǎn)業(yè)作為一項重要的服務(wù)業(yè),是國內(nèi)服務(wù)需求的重要組成部分,近年來逐步引起了社會各界的高度重視,成為關(guān)注熱點。建立一個完整的養(yǎng)老服務(wù)產(chǎn)業(yè)體系,不僅需要在經(jīng)濟上的支撐,也要求我們合理選擇和創(chuàng)新服務(wù)的提供機制和方式,建立高效、公平和權(quán)責(zé)明晰的養(yǎng)老服務(wù)產(chǎn)業(yè)模式。隨著PPP模式的實踐和發(fā)展,公私合作供給在養(yǎng)老產(chǎn)業(yè)機制中的優(yōu)勢日益凸顯。本論文研究的主要目的是研究如何通過PPP模式的有效介入,探索寧波市社會化養(yǎng)老可持續(xù)健康發(fā)展的最佳途徑,分析PPP模式運用于寧波市養(yǎng)老服務(wù)產(chǎn)業(yè)發(fā)展的一系列對策措施,為緩解直至逐步解決寧波市老人的養(yǎng)老問題提供建議參考。論文通過查閱搜集養(yǎng)老行業(yè)、PPP模式等相關(guān)文獻資料,為研究準(zhǔn)備理論素材;選擇寧波市養(yǎng)老產(chǎn)業(yè)作為研究對象,實施實地調(diào)研;對相關(guān)單位及專家進行個別訪談和咨詢,并對研究成果進行反饋咨詢,并將調(diào)研數(shù)據(jù)進行統(tǒng)計分析,為研究方案提供定量的數(shù)據(jù)支持,并進行歸納總結(jié),采用定性分析的方法研究對策。根據(jù)對PPP模式和養(yǎng)老現(xiàn)狀的分析,創(chuàng)新性提出寧波養(yǎng)老服務(wù)產(chǎn)業(yè)發(fā)展運用PPP模式可行性,并提出了具體的對策措施。論文遵循“解讀理論——論證需求——摸清現(xiàn)狀——找準(zhǔn)問題——提出對策”的總體思路,通過對PPP理論的解讀,結(jié)合寧波市養(yǎng)老產(chǎn)業(yè)現(xiàn)狀實際,分析養(yǎng)老服務(wù)產(chǎn)業(yè)運用PPP模式的理論基礎(chǔ)和現(xiàn)實需要,論證寧波市養(yǎng)老服務(wù)產(chǎn)業(yè)實施運用PPP模式的可行性,進一步總結(jié)養(yǎng)老服務(wù)產(chǎn)業(yè)發(fā)展現(xiàn)狀,從現(xiàn)狀找出矛盾和問題,以此為抓手對PPP模式運用于養(yǎng)老產(chǎn)業(yè)的戰(zhàn)略選擇進行了SWOT分析,最后提出寧波市基于PPP模式養(yǎng)老服務(wù)產(chǎn)業(yè)發(fā)展的對策措施。
[Abstract]:As an important service industry, pension industry is an important part of domestic service demand. In recent years, it has gradually aroused great attention from all walks of life and become the focus of attention.The establishment of a complete pension service industry system requires not only economic support, but also the rational selection and innovation of service delivery mechanisms and methods, and the establishment of an efficient, fair and clear pension service industry model.With the practice and development of PPP mode, the advantages of public-private partnership supply in the pension industry mechanism are increasingly prominent.The main purpose of this paper is to study how to explore the best way of sustainable and healthy development of socialized old-age pension in Ningbo through the effective intervention of PPP model, and to analyze a series of countermeasures of applying PPP model to the development of pension service industry in Ningbo.In order to alleviate until gradually solve the problem of the elderly in Ningbo City to provide suggestions for reference.Through consulting and collecting the relevant documents such as PPP model of pension industry, this paper prepares theoretical material for the study; selects Ningbo pension industry as the research object, carries out field investigation; conducts individual interviews and consultation to relevant units and experts.Based on the analysis of the PPP model and the present situation of the aged, the feasibility of applying the PPP mode to the development of Ningbo pension service industry is put forward, and the concrete countermeasures are put forward.The paper follows the general idea of "unscrambling theory-argumentation demand-finding out the present situation-finding out the right problem-putting forward countermeasures". Through the interpretation of PPP theory, combining with the reality of Ningbo pension industry,This paper analyzes the theoretical basis and practical needs of the application of PPP model in the old-age service industry, demonstrates the feasibility of applying the PPP model to the old-age service industry in Ningbo, further summarizes the current situation of the development of the old-age service industry, and finds out the contradictions and problems from the present situation.This paper makes a SWOT analysis on the strategic choice of the application of PPP model to the pension industry, and finally puts forward the countermeasures and measures for the development of the pension service industry based on the PPP model in Ningbo.
