【摘要】：社區(qū)參與是我國基層民主建設(shè)的重要組成部分,是民主政治建設(shè)的堅實基礎(chǔ),是實現(xiàn)政府職能轉(zhuǎn)變的有利因素,也是提高居民的公民意識和參與治理的能力的有利因素。在社區(qū)建設(shè)過程中,開展逐步培育社區(qū)自治意識,提高居民參與公共事務(wù)的程度和水平,提高現(xiàn)代居民素養(yǎng)等社區(qū)參與的舉措,一方面能較為有效的促進我國國情下公民價值觀的形成和社會制度的進一步規(guī)范,同時也能夠整合各階層的居民利益,形成居民與政府之間良好互動,契合我國政府堅持倡導(dǎo)的“群眾路線”要求,亦能有效地促進社會良性運轉(zhuǎn)；另一方面隨著社會經(jīng)濟水平的發(fā)展,促進民主政治建設(shè),是居民對社區(qū)形成強烈的歸屬感和社區(qū)意識的激發(fā),從而廣泛參與到社區(qū)自治和社區(qū)建設(shè)中來,最終推動社會穩(wěn)定與繁榮發(fā)展。筆者曾在西安市西何社區(qū)進行課程實習(xí),期間通過觀察與學(xué)習(xí)、了解該社區(qū)的發(fā)展現(xiàn)狀,筆者認為社區(qū)成員積極參與社區(qū)事務(wù)是社區(qū)自治的關(guān)鍵。本文以西安市碑林區(qū)西何社區(qū)的居民為調(diào)查對象,結(jié)合調(diào)查數(shù)據(jù)資料和相關(guān)理論,分析該社區(qū)居民參與的現(xiàn)狀,嘗試找出制約社區(qū)基層民主建設(shè)的原因,并探究社區(qū)參與實施中現(xiàn)存的困難和問題,最終力圖對存在的問題進行有效的對策探討。
[Abstract]:Community participation is an important part of our country's grass-roots democratic construction, a solid foundation for democratic political construction, and a favorable factor for the transformation of government functions. It is also a favorable factor to improve the citizens' awareness and the ability to participate in governance. In the process of community building, we should gradually cultivate the sense of community autonomy, and improve the degree and level of residents' participation in public affairs. On the one hand, it can effectively promote the formation of civic values and the further standardization of social system under the national conditions of our country, and at the same time, it can also integrate the interests of the residents of all strata. The formation of a good interaction between the residents and the government accords with the requirements of the "mass line" advocated by the Chinese government, and it can also effectively promote the healthy operation of the society; on the other hand, with the development of the social and economic level, the construction of democratic politics will be promoted. It is residents who form a strong sense of belonging to the community and a sense of community, so as to extensively participate in community autonomy and community construction, and ultimately promote social stability and prosperity. During the period of observation and learning, we understand the current situation of community development. The author believes that community members' active participation in community affairs is the key to community autonomy. This paper takes the residents of Xihe community in Beilin District of Xi'an City as the object of investigation. Based on the survey data and relevant theories, this paper analyzes the present situation of the community residents' participation, tries to find out the reasons that restrict the grass-roots democratic construction in the community, and probes into the existing difficulties and problems in the implementation of community participation. Finally, the author tries to make an effective discussion on the existing problems.
