【摘要】：優(yōu)化完善殘疾人社會(huì)保障體系,是促進(jìn)殘疾人共享改革發(fā)展成果、加快全面小康社會(huì)進(jìn)程和推進(jìn)供給側(cè)結(jié)構(gòu)性改革的基本要求與重要舉措。當(dāng)前,殘疾人群體面臨經(jīng)濟(jì)貧困比較突出、多種活動(dòng)和參與障礙、生存型需求未滿足等問(wèn)題。殘疾人社會(huì)保障供給在人群受益范圍、保障力度、服務(wù)可及性與無(wú)障礙環(huán)境等方面的扶助效果欠佳。政策設(shè)計(jì)尚未精準(zhǔn)化、政府財(cái)政資金投入嚴(yán)重不足、社會(huì)資源配置與動(dòng)員能力較弱、社會(huì)保障法規(guī)建設(shè)滯后成為制約有效供給的主要因素。當(dāng)前要通過(guò)確立權(quán)力保障理念、厘清兩大供給層次、補(bǔ)齊三大供給短板、完善配套支持措施等供給側(cè)改革路徑以優(yōu)化殘疾人社會(huì)保障體系。
[Abstract]:Optimizing and perfecting the social security system for the disabled is the basic requirement and important measure to promote the disabled to share the fruits of reform and development, to speed up the process of a well-off society in an all-round way and to promote the structural reform on the supply side. The disabled group is faced with problems such as prominent economic poverty, various activities and barriers to participation, unmet needs for survival, and so on. The provision of social security for persons with disabilities benefits the population and the degree of protection. The effects of service accessibility and accessibility are poor, the policy design is not precise, the government financial investment is seriously insufficient, and the social resources allocation and mobilization ability is weak. The lag in the construction of social security laws and regulations has become the main factor restricting the effective supply. At present, it is necessary to clarify the two supply levels by establishing the concept of power security, and to make up for the three major supply shortcuts. Improve the supporting measures and other supply-side reform path to optimize the social security system for the disabled.
