【摘要】：人民民主是社會(huì)主義的生命。在我國(guó)政治生活中,人民政協(xié)作為踐行社會(huì)主義民主的重要形式,是把馬列主義同中國(guó)政黨實(shí)際相結(jié)合的產(chǎn)物。人民政協(xié)理論是在歷史的車輪中產(chǎn)生的,是歷屆黨中央領(lǐng)導(dǎo)集體長(zhǎng)期探索的理論精華。中共十八大以來(lái),中共中央高度重視人民政協(xié)事業(yè)的發(fā)展,在汲取過(guò)去豐富養(yǎng)料的基礎(chǔ)上,對(duì)其思想體系和內(nèi)涵進(jìn)行了重大理論創(chuàng)新,掀開(kāi)了人民政協(xié)理論的新篇章。本文試圖對(duì)十八大以來(lái)黨的人民政協(xié)理論做一個(gè)系統(tǒng)性的梳理與概括,主要從以下四個(gè)部分進(jìn)行探析。第一部分是十八大以來(lái)黨的人民政協(xié)理論創(chuàng)新的思想淵源和時(shí)代背景,主要從歷史和現(xiàn)實(shí)的角度闡釋了創(chuàng)新的大背景,既繼承了歷史的思想精華,又順應(yīng)了時(shí)代的發(fā)展要求。第二部分是十八大以來(lái)黨的人民政協(xié)理論創(chuàng)新的內(nèi)容探析,主要從人民政協(xié)協(xié)商民主建設(shè)、自身建設(shè)、職能建設(shè)、工作主題、工作原則和要求、地位六個(gè)方面以歷史演進(jìn)的方式對(duì)它的創(chuàng)新之處進(jìn)行了系統(tǒng)性地凝練與總結(jié)。第三部分是十八大以來(lái)黨的人民政協(xié)理論創(chuàng)新的鮮明特征,既然是提煉創(chuàng)新內(nèi)容,必然會(huì)具備不同以往的鮮明特征:服務(wù)全面深化改革的目標(biāo)取向,在繼承中發(fā)展、在發(fā)展中繼承,制度化和系統(tǒng)化的發(fā)展趨向,以協(xié)商民主為依托。這些特征既體現(xiàn)了時(shí)代的張力,也彰顯了理論的逐步成熟。第四部分是十八大以來(lái)黨的人民政協(xié)理論創(chuàng)新的重要意義,主要從理論和實(shí)踐兩個(gè)層面進(jìn)行綜合分析。
[Abstract]:People's democracy is the life of socialism. In our country's political life, the CPPCC is an important form of practicing socialist democracy. It is the product of combining Marxism-Leninism with the reality of Chinese political parties. The theory of the CPPCC has emerged from the wheel of history and is the essence of the long term exploration of the leading collectives of the successive CPC Central Committees. Since the 18 CPC National Congress, The CPC Central Committee attaches great importance to the development of the cause of the CPPCC, and on the basis of drawing on the rich nourishment of the past, it has made a major theoretical innovation in its ideological system and connotation. Opening a new chapter in the theory of the CPPCC. This paper attempts to make a systematic review and generalization of the theory of the CPPCC since the 18 National Congress of the CPC. The first part is the ideological origin and background of the theoretical innovation of the CPPCC since the 18 National Congress of the Communist Party of China (CPC). It mainly explains the background of innovation from the perspective of history and reality. It not only inherits the essence of history, but also conforms to the requirements of the development of the times. The second part is an analysis of the contents of the theoretical innovation of the CPPCC since the 18 National Congress, mainly from the aspects of democratic construction, self-construction, and functional construction of the CPPCC. The work theme, working principles and requirements, and status are systematically condensed and summarized in the way of historical evolution. The third part is the distinctive characteristics of the theoretical innovation of the CPC's CPPCC since the 18 National Congress of the people's political Consultative Conference. Since it is the extraction of innovative content, it will inevitably have distinct characteristics different from the previous ones: the objective orientation of the overall deepening of the reform in service, development in succession, inheritance in development, institutionalization and systematization. Relying on deliberative democracy, these characteristics not only reflect the tension of the times, but also show the gradual maturity of the theory. Part 4th is the important significance of the theoretical innovation of the CPPCC since the 18 National Congress of the CPC. Mainly from the theory and practice two levels of comprehensive analysis.
