“以房養(yǎng)老”在新疆哈密市試行的可行性研究

【摘要】:隨著我國人口老齡化社會(huì)特征的日益明顯,如何保障老年人經(jīng)濟(jì)社會(huì)權(quán)益成為了社會(huì)各界所普遍關(guān)注的課題。然而我國目前的養(yǎng)老保障體系并不能覆蓋所有的老年人群體,并且社會(huì)養(yǎng)老資金捉襟見肘,與我國人口老齡化的格局不相適應(yīng)。因此,如何積極采取各種有效手段,開拓養(yǎng)老保障資金來源的新渠道,更好地實(shí)現(xiàn)養(yǎng)老的目標(biāo),國家和社會(huì)、家庭都非常重視。作為欠發(fā)達(dá)地區(qū)的新疆哈密市是否具有開展“以房養(yǎng)老”的可行性,如果具有可行性,該市應(yīng)當(dāng)?shù)摹耙苑筐B(yǎng)老”政策應(yīng)當(dāng)采取何種模式進(jìn)行,這均是值得研究的問題。本文就是從上述問題出發(fā),試圖為哈密市“以房養(yǎng)老”政策的實(shí)施提供理論指導(dǎo)。本文除緒論和結(jié)論外,可以分為四個(gè)部分:第一部分,“以房養(yǎng)老”的基礎(chǔ)理論,主要闡述了“以房養(yǎng)老”政策的概念、理論依據(jù)。第二部分,主要比較分析了國內(nèi)外“以房養(yǎng)老”的基本模式,對(duì)于美國、英國、日本、新加坡所實(shí)行的“以房養(yǎng)老”政策措施進(jìn)行了考察,同時(shí)分析了國內(nèi)四種養(yǎng)老模式的概況及其利弊。第三部分,哈密市開展“以房養(yǎng)老”政策的可行性論證,從經(jīng)濟(jì)發(fā)展水平、人口老齡化程度、住房擁有狀況、政策法律規(guī)定等維度分析了哈密市試行該政策的必要性和可行性。第四部分,哈密市實(shí)施“以房養(yǎng)老”的方案設(shè)計(jì)以及哈密市推行“以房養(yǎng)老”可能面臨的風(fēng)險(xiǎn)及其防范對(duì)策。通過全文分析論證可得出結(jié)論:哈密具備了推行“以房養(yǎng)老”的基本條件,但盲目采用不適合當(dāng)?shù)鼐唧w情況的模式必然行不通。本文認(rèn)為,以市場(chǎng)為主體,政府為政策導(dǎo)向和監(jiān)管主體的“反向抵押模式”較為適合,并具有實(shí)際操作的可能性。
[Abstract]:With the increasingly obvious social characteristics of aging population in China, how to protect the economic and social rights and interests of the elderly has become a common concern of the society. However, the current old-age security system in China cannot cover all groups of the elderly. Therefore, how to take all kinds of effective measures to open up new channels of old-age security funds, better realize the goal of pension, the country and society, Families attach great importance to it. Does Hami City, Xinjiang, as an underdeveloped region, have the feasibility of "providing for the aged by Housing", and if so, what kind of model should be adopted in the policy of "providing for the aged by Housing" in the city? This paper tries to provide theoretical guidance for the implementation of the policy of "providing for the aged by Housing" in the city of Hami. In addition to the introduction and conclusion, this paper is intended to provide theoretical guidance for the implementation of the policy of "providing for the aged by Housing". It can be divided into four parts: the first part, the basic theory of "providing for the aged by Housing", mainly expounds the concept and theoretical basis of the policy of "providing for the aged by Housing". The second part, mainly compares and analyzes the basic mode of "providing for the aged by Housing" at home and abroad. This paper investigates the policy and measures of "providing for the aged by Housing" implemented by the United States, the United Kingdom, Japan and Singapore, and analyzes the general situation of the four types of old-age pension in China and their advantages and disadvantages. Part three, This paper demonstrates the feasibility of carrying out the policy of "providing for the aged by Housing" in Hami City, analyzes the necessity and feasibility of carrying out the policy from the aspects of economic development level, the degree of aging population, the status of housing ownership, and the policy and legal provisions. Part 4th, The scheme design of "providing for the aged by Housing" in Hami City and the possible risks and preventive measures to implement "providing for the aged by Housing" in Hami City are discussed. Through the analysis and argumentation of the full text, it can be concluded that Hami has the basic conditions for implementing "providing for the aged by Housing". However, blindly adopting the model which is not suitable for the local concrete situation will not work. This paper holds that the "reverse mortgage mode", which takes the market as the main body and the government as the policy direction and the supervision body, is more suitable and has the possibility of practical operation.
