【摘要】：作為當今世界最復雜且最重要的一組雙邊關系,中美兩國之間既競爭也合作,既存在結(jié)構性對抗又有千絲萬縷的利益捆綁。美國出于中國自身實力的不斷增長以及對美國相對衰弱的認知,為防止中國挑戰(zhàn)其既有優(yōu)勢地位,試圖通過“遏制”、“接觸”與“再確認”等戰(zhàn)略手段來降低對華外交行動風險,規(guī)避其未來發(fā)展的不確定性。本文以美國如何在雙邊復雜矛盾和利益糾葛下形成對華的搖擺政策以及中國的應對為研究內(nèi)容,嘗試打破傳統(tǒng)的國際關系認知慣性,引入“對沖”概念,在回顧近年來美國對華“對沖”戰(zhàn)略實施、梳理當前“對沖”背景下中美關系發(fā)展情況與面臨的困境的基礎上,提出若干未來中國戰(zhàn)略應對的優(yōu)化性建議。本文認為,美國當前對華“對沖”戰(zhàn)略選擇并未給中美關系的發(fā)展帶來過多積極作用,由于該戰(zhàn)略在實施過程中指向性不強且難以形成合力,這種若有似無的“曖昧”關系無形中給中美關系的發(fā)展帶來了造成了許多不確定性和未知風險。盡管如此,能否深入理解在“對沖”背景下中美兩國關系的復雜性并準確把握其動態(tài)特征,這對于中國未來能否應對中美關系所面臨的挑戰(zhàn)和機遇舉足輕重。它不僅能使我國對美外交戰(zhàn)略形成較為系統(tǒng)和深入的認知,而且可以為中方進一步優(yōu)化對外戰(zhàn)略布局、提升國際影響力提供更多的可行性方案與經(jīng)驗借鑒。中方需要認清形勢,思考構建對美戰(zhàn)略的新升級模式,把握機遇,主動塑造中美戰(zhàn)略局勢,有效管控分歧,在一方面積極擴大合作增量,另一方面也有效淡化競爭存量的基礎上,推動兩國關系朝著健康、積極的方向演進。
[Abstract]:As the most complex and important group of bilateral relations in the world today, China and the United States both compete and cooperate. There are structural confrontations and inextricably bound interests. Because of China's growing power and its perception of its relative weakness, the United States is trying to prevent China from challenging its pre-eminent position. Trying to reduce the risk of diplomatic action against China through such strategic means as "containment", "engagement" and "reconfirmation". In order to avoid the uncertainty of its future development, this paper attempts to break the traditional cognitive inertia of international relations by studying how the United States forms its swing policy towards China under the bilateral complex contradictions and interests disputes. Introducing the concept of "hedging", reviewing the recent implementation of the "hedging" strategy of the United States against China, and combing the development and difficulties of Sino-US relations under the background of "hedging". This paper puts forward some optimized suggestions for China's future strategic response. This paper argues that the current "hedging" strategy of the United States to China has not brought too much positive effect to the development of Sino-US relations. Because the strategy is not oriented and difficult to form a resultant force in the process of implementation, this "ambiguous" relationship, which seems to have no effect, has brought many uncertainties and unknown risks to the development of Sino-US relations. Can we understand in depth the complexity of Sino-US relations in the context of "hedging" and accurately grasp its dynamic characteristics, This is of great importance to China's ability to cope with the challenges and opportunities facing Sino-US relations in the future. It not only enables China to form a more systematic and in-depth understanding of the US diplomatic strategy, but also can further optimize the foreign strategic layout for the Chinese side. China needs to recognize the situation, think about building a new upgrade model for the US strategy, seize the opportunity, take the initiative to shape the strategic situation between China and the United States, and effectively manage differences. On the basis of expanding the cooperation increment on the one hand and desalinating the competitive stock effectively on the other, the relationship between the two countries will evolve in a healthy and positive direction.
