【摘要】：在網(wǎng)絡(luò)信息時(shí)代,對(duì)公權(quán)力的有效約束是可能的:迅猛發(fā)展的網(wǎng)絡(luò)技術(shù)為其提供基礎(chǔ)支撐;網(wǎng)民心理需求的滿足為其營(yíng)造有利環(huán)境與氛圍;快速便捷的網(wǎng)絡(luò)動(dòng)員為其創(chuàng)設(shè)動(dòng)力來(lái)源。互聯(lián)網(wǎng)約束公權(quán)力的可能性建立在其比較優(yōu)勢(shì)之上——網(wǎng)絡(luò)約束公權(quán)力的民意更及時(shí)與多元、參與主體更廣泛、程序透明度更高、規(guī)范效力更大。隨著時(shí)代發(fā)展和社會(huì)進(jìn)步,網(wǎng)絡(luò)約束公權(quán)力的路徑需要進(jìn)一步優(yōu)化,而降低"數(shù)字鴻溝"和加強(qiáng)網(wǎng)民自律建設(shè)是基礎(chǔ)性工作,進(jìn)一步厘定公權(quán)力邊界則是長(zhǎng)遠(yuǎn)性方略。
[Abstract]:In the era of network information, it is possible to restrict the public power effectively: the rapid development of network technology provides basic support for it, the satisfaction of the psychological needs of Internet users creates a favorable environment and atmosphere for them; The possibility of Internet restraining public power is based on its comparative advantage-the public opinion of network restrains public power is more timely and diverse, the participants are more extensive, and the procedure transparency is higher. With the development of the times and the progress of society, the path of network restraint of public power needs to be further optimized, and the basic work is to reduce the "digital divide" and strengthen the self-discipline construction of Internet users. Further determination of the boundaries of public power is a long-term strategy.
