【摘要】：蘇聯(lián)后期以來,南高加索地區(qū)一直是世界最動(dòng)蕩的地區(qū)。使用地區(qū)安全復(fù)合體理論,來考察冷戰(zhàn)后影響南高加索安全的獨(dú)立政治行為體,可以認(rèn)為,南高加索地域的無政府狀態(tài),是因其處于俄羅斯與歐盟兩個(gè)安全復(fù)合體夾縫之中而產(chǎn)生的。歐盟、俄羅斯、土耳其和伊朗在當(dāng)?shù)鼐S持權(quán)力平衡狀態(tài),主權(quán)行為體的權(quán)力弱勢以及大陸品性促成的國家間關(guān)系文化,導(dǎo)致南高加索形成了無結(jié)構(gòu)的安全態(tài)勢。各國難以解決的分離問題以及國際勢力對南高加索國家分離問題不恰當(dāng)?shù)臎_突管理,導(dǎo)致南高加索地區(qū)冷沖突長期存在。俄羅斯、歐盟與美國在南高加索地區(qū)的博弈,影響了南高加索地區(qū)因分離問題而產(chǎn)生的沖突的解決。較之于中亞國家,南高加索獨(dú)立的安全復(fù)合體較難形成。
[Abstract]:Since the late Soviet Union, the South Caucasus region has been the most volatile region in the world. Using the regional security complex theory to examine the independent political actors who affected the security of the South Caucasus after the Cold War, it can be considered that. The anarchy in the South Caucasus region is the result of a gap between Russia and the European Union, where the EU, Russia, Turkey and Iran maintain a balance of power. The weak power of sovereign actors and the culture of inter-State relations fostered by the character of the continent, Leading to an unstructured security situation in the South Caucasus. The intractable problem of separation among States and the inappropriate conflict management of international forces over the separation of the countries of the South Caucasus has led to a prolonged cold conflict in the South Caucasus. Russia, The game between the European Union and the United States in the South Caucasus has affected the settlement of the conflict caused by the separation in the South Caucasus. Compared with the Central Asian countries, the independent security complex of the South Caucasus is more difficult to form.
