【摘要】：自工業(yè)革命以來(lái),人類在世界范圍內(nèi)對(duì)資源掠奪式的開(kāi)發(fā),造成了嚴(yán)重的環(huán)境問(wèn)題,1972年聯(lián)合國(guó)環(huán)境會(huì)議后,各國(guó)逐漸開(kāi)始關(guān)注環(huán)境問(wèn)題,紛紛以各自的方式謀求新的發(fā)展模式,但從宏觀角度來(lái)看實(shí)質(zhì)上都是走上了生態(tài)文明建設(shè)的道路,生態(tài)文明建設(shè)離不開(kāi)經(jīng)濟(jì)、文化的建設(shè),更離不開(kāi)政治建設(shè),正確的民主政治制度建設(shè)路徑往往在生態(tài)文明建設(shè)中起到關(guān)鍵性的作用。加強(qiáng)生態(tài)文明建設(shè)與協(xié)商民主建設(shè)是時(shí)代發(fā)展的必然趨勢(shì),也是中國(guó)特色社會(huì)主義建設(shè)的重要內(nèi)容。而將生態(tài)文明建設(shè)融入到協(xié)商民主建設(shè)中去,通過(guò)協(xié)商民主的途徑解決生態(tài)環(huán)境問(wèn)題既是當(dāng)代世界生態(tài)政治理論與實(shí)踐的熱門(mén)話題,也是我國(guó)中國(guó)特色社會(huì)主義理論與實(shí)踐的前沿課題。因此,探討我國(guó)生態(tài)文明建設(shè)中的協(xié)商民主問(wèn)題應(yīng)當(dāng)具有重要的理論意義與實(shí)踐價(jià)值。本文在總結(jié)大量關(guān)于我國(guó)生態(tài)文明建設(shè)和協(xié)商民主建設(shè)文獻(xiàn)的基礎(chǔ)上,分析了我國(guó)生態(tài)文明建設(shè)和協(xié)商民主建設(shè)的現(xiàn)狀,進(jìn)而研究發(fā)現(xiàn)我國(guó)生態(tài)文明建設(shè)中的協(xié)商民主陷入諸多困境,如經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)的矛盾、協(xié)商民主參與度不充分、相關(guān)法律體系存在缺陷、利益集團(tuán)的不當(dāng)干涉、公民生態(tài)民主意識(shí)不足等問(wèn)題阻礙著協(xié)商民主在生態(tài)文明建設(shè)中發(fā)揮作用。完善我國(guó)生態(tài)文明建設(shè)中的協(xié)商民主制度,需要多方參與主體共同的努力：加強(qiáng)政府在生態(tài)民主協(xié)商中的引導(dǎo)作用,促進(jìn)企業(yè)在生態(tài)協(xié)商民主中的主體作用,發(fā)揮環(huán)保組織和公民在生態(tài)協(xié)商民主中的參與作用。
[Abstract]:Since the Industrial Revolution, the exploitation of resources in the world has caused serious environmental problems. After the United Nations Environment Conference in 1972, various countries began to pay attention to the environmental problems gradually, seeking new development models in their own ways. But from a macro point of view, in essence, they have embarked on the path of ecological civilization construction. The construction of ecological civilization is inseparable from the construction of economy, culture and politics. The correct path of the construction of democratic political system often plays a key role in the construction of ecological civilization. Strengthening the construction of ecological civilization and negotiating the construction of democracy is the inevitable trend of the development of the times. It is also an important part of the construction of socialism with Chinese characteristics. It is a hot topic in the theory and practice of ecological politics in the contemporary world to integrate the construction of ecological civilization into the construction of consultative democracy and to solve the ecological environmental problems through the path of negotiated democracy. It is also a frontier topic in the theory and practice of socialism with Chinese characteristics. It should be of great theoretical significance and practical value to probe into the issue of consultative democracy in the construction of ecological civilization in China. This paper summarizes a large number of literatures on the construction of ecological civilization and the construction of negotiated democracy in China. This paper analyzes the current situation of the construction of ecological civilization and consultative democracy in China, and finds out that the consultative democracy in the construction of ecological civilization in China is in many difficulties, such as the contradiction between economic development and environmental protection, and the insufficient participation of negotiated democracy. The defects of the relevant legal system, the improper interference of interest groups and the lack of citizen's ecological democratic consciousness hinder the consultative democracy to play a role in the construction of ecological civilization, so as to perfect the consultative democracy system in the construction of ecological civilization in China. It is necessary to strengthen the leading role of the government in the consultation of ecological democracy, to promote the main role of enterprises in the democracy of ecological consultation, and to give play to the participation of environmental protection organizations and citizens in the democracy of ecological consultation.
