【摘要】：香港嚴(yán)峻的經(jīng)濟(jì)與社會問題與港式資本主義和深層的憲制矛盾存在密切聯(lián)系。香港特區(qū)新政權(quán)建設(shè)是在保留舊政權(quán)強(qiáng)大殘余影響下起步的,這種歷史結(jié)構(gòu)使香港管治產(chǎn)生了結(jié)構(gòu)性困境。圍繞特區(qū)政治主導(dǎo)權(quán)的問題,秉持"漸進(jìn)民主"的建制派與鼓吹"激進(jìn)民主"的反對派之間展開的零和競爭,制約了新政權(quán)的建設(shè),另外,建制派內(nèi)部決非均質(zhì)性利益構(gòu)成,新舊勢力之間齟齬難平,加之缺乏必要統(tǒng)合手段,難以確保該派始終能與特區(qū)政府站在同一陣線,管治同盟的預(yù)設(shè)角色未能實(shí)現(xiàn)。香港問題的本質(zhì)是認(rèn)同問題,未來陸港雙方需要在剛性的框架內(nèi)謀求最大彈性,最終解困之道取決于中央能否具有足夠制度自信重塑自身的內(nèi)外形象。
[Abstract]:Hong Kong's severe economic and social problems are closely related to Hong Kong-style capitalism and deep-seated constitutional contradictions. The construction of a new political regime in the Hong Kong Special Administrative region (SAR) started under the strong influence of the old regime. This historical structure has created structural dilemmas in Hong Kong's governance. Around the issue of political leadership in the SAR, there is a zero-sum competition between the "progressive democracy" establishment and the opposition advocating "radical democracy". It has restricted the construction of the new regime. In addition, it is difficult to equalize the internal heterogeneity of interests between the establishment factions and the discord between the old and the new forces, and the lack of necessary integration means makes it difficult to ensure that the establishment faction can always stand on the same front as the Special Administrative region Government. The default role of the governance alliance has not been fulfilled. The essence of the Hong Kong issue is the issue of identity. In the future, the mainland and Hong Kong sides need to seek maximum flexibility within a rigid framework. The ultimate solution depends on whether the central government has sufficient institutional confidence to rebuild its internal and external image.
