【摘要】：第二次中央新疆工作座談會(huì)議、新疆自治區(qū)黨委八屆八次及九屆一次全會(huì)(擴(kuò)大)會(huì)議對(duì)創(chuàng)新和優(yōu)化新疆公共安全治理體系的持續(xù)重視和探索,可知?jiǎng)?chuàng)新和優(yōu)化該體系對(duì)當(dāng)前新疆穩(wěn)定和發(fā)展的的必要性和重要性。新疆沒有穩(wěn)定,一切無從談起。新疆一切的的工作都要圍繞著一個(gè)總目標(biāo)來推進(jìn),這個(gè)總目標(biāo)就是社會(huì)穩(wěn)定和長(zhǎng)治久安。網(wǎng)格化治理就是圍繞這一總目標(biāo),在信息技術(shù)的支撐下從治理結(jié)構(gòu)、運(yùn)行機(jī)制、功能等方面對(duì)基層治理進(jìn)行重新設(shè)計(jì),新疆構(gòu)建網(wǎng)格化治理體系堅(jiān)守“主動(dòng)防范、預(yù)防為主”的理念,從五個(gè)維度編織立體化公共安全防控網(wǎng),從源頭上消解矛盾和沖突,保障新疆社會(huì)穩(wěn)定和長(zhǎng)治久安、實(shí)現(xiàn)祖國安定統(tǒng)一。然而,新疆面臨著穩(wěn)定發(fā)展兩個(gè)“三期疊加”,反恐維穩(wěn)任務(wù)面臨的挑戰(zhàn)依然嚴(yán)峻。網(wǎng)格化治理自新疆推行實(shí)施以來在維護(hù)社會(huì)大局穩(wěn)定、改善民生、促進(jìn)民族宗教和睦和諧等方面取得重大成績(jī),但問題也逐漸顯現(xiàn)和復(fù)雜。因此,立足于新疆構(gòu)建網(wǎng)格化治理體系的現(xiàn)實(shí),探究和歸納存在的問題并尋找優(yōu)化方案刻不容緩。論文共分為六個(gè)部分。第一部分,導(dǎo)論部分陳述了本文的研究背景和研究意義,網(wǎng)格化治理是對(duì)公共安全治理的優(yōu)化,在國內(nèi)外理論和實(shí)踐研究現(xiàn)狀進(jìn)行分析,闡述本文的研究思路和研究方法、研究重難點(diǎn)與創(chuàng)新點(diǎn);第二部分,全方位、廣角度的陳述了網(wǎng)格化治理及其借鑒和吸收的相關(guān)理論基礎(chǔ)和實(shí)踐經(jīng)驗(yàn),奠定研究命題寫作的理論和實(shí)踐基石;第三部分,闡述新疆構(gòu)建網(wǎng)格化治理體系的主要目標(biāo)是實(shí)現(xiàn)新疆的社會(huì)穩(wěn)定和長(zhǎng)治久安,并歸納圍繞這一總目標(biāo)的具體任務(wù);第四部分,主要根據(jù)實(shí)證研究和理論數(shù)據(jù)資料闡述了目前新疆構(gòu)建網(wǎng)格化治理的現(xiàn)狀,主要從實(shí)施背景和基本情況、主要做法和實(shí)施成效、主要風(fēng)險(xiǎn)和潛在隱患、基本經(jīng)驗(yàn)和存在局限等方面闡述;第五部分,揭示網(wǎng)格化治理實(shí)施和運(yùn)行過程中存在的包括非管理體制問題在內(nèi)的各種問題,并將這些問題進(jìn)行了歸納總結(jié);第六部分,根據(jù)網(wǎng)格化治理構(gòu)建過程中存在的主要問題,結(jié)合國內(nèi)外優(yōu)秀的成果和經(jīng)驗(yàn),提出切實(shí)可行的優(yōu)化方案。
[Abstract]:The second central Xinjiang Work Forum meeting, the Party committee of Xinjiang autonomous region of the eight session of the eight and nine first plenary session (enlarged) Conference on innovation and optimization of sustained attention and exploration of public safety management system in Xinjiang, the innovation and optimization of the system on the stability and development of Xinjiang the necessity and importance. The grid is based on the general goal of governance structure, governance, from the support of information technology operation mechanism, to re design the grassroots governance function, the construction of Xinjiang grid management system adhere to the "active prevention, prevention" concept, public security prevention and control network of three-dimensional woven from five dimensions, from the source to eliminate the contradictions and conflicts, protect the Xinjiang agency Stability and long period of stability, to achieve stability and unity of the motherland. However, Xinjiang is faced with the steady development of the two "three overlay, facing the challenge of counter-terrorism task is still grim. Grid governance in Xinjiang since the implementation of the maintenance of social stability, improve people's livelihood, promote the great achievements of ethnic and religious harmony and other aspects, but the problem is gradually emerging and complex. Therefore, based on the Xinjiang grid to construct the system of governance, explore and summarize the existing problems and find the optimization scheme without delay. This paper is divided into six parts. The first part, the introduction part presents the background and significance of this study, the grid management is to optimize the public security governance the analysis of theory and practice in the domestic and foreign research status, expounds the research ideas and research methods, research difficulties and innovations; the second part, the full range of, Wide angle state grid management and absorbing the relevant theoretical basis and practical experience, the study provides theoretical and practical foundation of writing proposition; the third part describes the main goal for Xinjiang to construct the system of grid management is to achieve social stability in Changzhi and Xinjiang for a long time, and summarize the specific tasks around the general goal; the fourth part is mainly based on empirical research and theoretical data describes the current situation of the construction of Xinjiang grid management, mainly from the background and the basic situation of the implementation, effectiveness and implementation of the main method, main risks and potential risks, the basic experience and the existing limitations and other aspects; the fifth part, the existing problems including non management system to reveal the grid governance implementation and operation process, and summarizes the problems; the sixth part, according to the grid management building The main problems existing in the process, combined with the excellent results and experience at home and abroad, put forward practical and feasible optimization scheme.
