【摘要】：農(nóng)民集中安置社區(qū)是中國特色城鎮(zhèn)化發(fā)展的產(chǎn)物,其出現(xiàn)和發(fā)展也必然深刻影響著中國城鎮(zhèn)化進程和社會經(jīng)濟的發(fā)展。然而由于農(nóng)民集中安置社區(qū)不同于成熟鄉(xiāng)村—城市社區(qū)文明,其自身也處于過渡階段,因此農(nóng)民集中安置社區(qū)的治理模式在理論和實踐兩個層面都是相對滯后的。本文綜合了哲學(xué)方法論的運用。在研究方法上首先遵循了從普遍到特殊的方法論,農(nóng)民集中安置社區(qū)具有社區(qū)的基本屬性,對其研究的方向和領(lǐng)域應(yīng)該與一般社區(qū)的研究保持一致性,然而農(nóng)民集中安置社區(qū)又具有自身獨特的矛盾,因此本文在對其的研究中始終堅持一般社區(qū)的研究思路和方法,但是有充分考慮到了農(nóng)民集中安置社區(qū)的獨特性、過渡性。其次,本文又將農(nóng)民集中安置社區(qū)治理的研究思路和研究結(jié)論做了概括和推廣,使其對農(nóng)民集中安置社區(qū)治理具有普適性。最后,本文一以貫之的研究方法就理論和實踐的緊密結(jié)合,先從農(nóng)民集中安置社區(qū)的治理困境入手,結(jié)合當(dāng)前治理理論,綜合提出了政社互動—多元治理模式。接著,有對該模式在實踐中取得效果進行了測試和預(yù)期,使其更加符合理論與實踐相互推動的哲學(xué)要義。本文以緒論部分發(fā)軔,分別就問題提出與研究現(xiàn)狀、研究目的與研究意義、研究框架與研究方法、研究結(jié)論與研究創(chuàng)新進行了論述;第一章,對本文涉及到的相關(guān)概念和所運用的理論加以界定和引入。第二章,對我國農(nóng)民集中安置社區(qū)的產(chǎn)生背景、動因及其治理模式做出了梳理和介紹并對比中外模式,得出啟示;第三章,以案例分析的方式分析了我國農(nóng)民集中安置社區(qū)的存在的問題并進行歸因分析;第四章依據(jù)治理和善治理論和現(xiàn)實需要提出我國農(nóng)民集中安置社區(qū)政社互動—多元治理模式,并指出該模式的影響因素、關(guān)鍵技術(shù)路線及其預(yù)期進行了闡述;第五章就政社互動—多元治理模式得以實施的科學(xué)性、合理性、可行性進行論證;在第六章中,依據(jù)政社互動—多元治理模式和安置社區(qū)存在問題針對性提出我國農(nóng)民集中安置社區(qū)治理的實現(xiàn)路徑。本文提出的安置社區(qū)治理模式有著成熟的理論支撐和現(xiàn)實的經(jīng)驗借鑒,因此可以對農(nóng)民集中安置社區(qū)的治理工作起到一定的指導(dǎo)作用。本文充分綜合了治理與善治思想,將其導(dǎo)入農(nóng)民集中安置社區(qū)治理的研究中。這種理論導(dǎo)入并不是生搬硬套,而是借鑒了成熟理論中的合理成分,摒棄了不能與安置社區(qū)治理相適應(yīng)的因素,從而完成一次理論的遷移與融合。
[Abstract]:The concentrated resettlement of farmers is the product of urbanization with Chinese characteristics. Its emergence and development will also affect the process of urbanization and the development of social economy in China. However, the centralized resettlement of communities by farmers is different from the civilization of mature village-urban communities, and it is also in a transitional stage. Therefore, the governance model of farmers' centralized resettlement community is lagging behind in both theory and practice. This paper synthesizes the application of philosophical methodology. In the research method, it follows the methodology from universal to special. The farmers' centralized resettlement community has the basic attributes of the community, and the research direction and field should be consistent with that of the general community. However, the peasants' centralized resettlement community has its own unique contradiction. Therefore, this paper always insists on the general community research ideas and methods in its research, but fully takes into account the unique and transitional nature of the farmers' centralized resettlement communities. Secondly, In this paper, the author generalizes and popularizes the research ideas and conclusions of community governance of farmers' centralized resettlement, and makes it universal to the community governance of farmers' centralized resettlement. Finally, the research methods of this paper are closely combined with theory and practice. Starting with the difficulties of farmers' centralized resettlement of communities, and combining with the current governance theory, this paper puts forward a comprehensive model of interaction between government and society-pluralistic governance. Then, the paper tests and anticipates the effect of this model in practice. This paper starts with the introduction, puts forward and researches the present situation, the research purpose and the research significance, the research frame and the research method, respectively on the question, the research goal and the research significance, the research frame and the research method, The first chapter defines and introduces the related concepts and theories involved in this paper. Chapter two, the background of the emergence of the centralized resettlement community of farmers in China. The causes and their governance models are combed and introduced and compared with the Chinese and foreign models. Chapter three analyzes the existing problems and attributions of the centralized resettlement communities of farmers in China by case study. According to the theory and reality of governance and good governance, chapter 4th puts forward the interactive and pluralistic governance model of farmers' centralized resettlement community, and points out the influencing factors, key technical routes and their expectations. Chapter 5th demonstrates the scientificalness, rationality and feasibility of the implementation of the model of political and social interaction-pluralistic governance; in Chapter 6th, According to the model of interaction and plural governance of government and society and the existing problems of resettlement community, the paper puts forward the way to realize the governance of centralized resettlement community of farmers in China. The governance mode of resettlement community proposed in this paper has mature theoretical support and practical experience. Therefore, it can play a certain guiding role in the governance work of farmers' centralized resettlement community. This paper fully synthesizes the idea of governance and good governance, and introduces it into the study of community governance of centralized resettlement of farmers. It uses the reasonable elements of the mature theory for reference and abandons the factors which can not be adapted to the resettlement community governance, and thus completes the transfer and integration of the theory.
