【摘要】：協(xié)商民主制度是民主政治制度的重要組成部分,發(fā)展中國特色社會主義協(xié)商民主是中國共產(chǎn)黨立足國情、深刻把握社會發(fā)展趨勢的前提下做出的推進(jìn)人民民主的重大決策。黨的十八大以來,中國特色社會主義協(xié)商民主建設(shè)取得了一些可喜成績,但仍有很多問題需要不斷探索解決,中國特色社會主義協(xié)商民主建設(shè)仍有較長的路要走。本研究以馬克思主義的觀點(diǎn)和方法為指導(dǎo),采用文獻(xiàn)研究法和學(xué)科交叉研究法,在概述協(xié)商民主相關(guān)理論的基礎(chǔ)上,對中國特色社會主義協(xié)商民主建設(shè)從歷史沿革、發(fā)展現(xiàn)狀、問題探究、原因分析等方面進(jìn)行了初步探討。立足國情探究中國特色社會主義協(xié)商民主建設(shè)的對策,有利于更好地總結(jié)經(jīng)驗(yàn)教訓(xùn),更好地區(qū)分主次矛盾,為協(xié)商民主相關(guān)制度及決策的制定與出臺提供依據(jù),為協(xié)商民主建設(shè)的開展提供參考,切實(shí)解決好中國特色社會主義協(xié)商民主建設(shè)中存在的現(xiàn)實(shí)問題,推動協(xié)商民主在當(dāng)前的政治生態(tài)中健康發(fā)展�？偟膩碚f,本文主要的研究成果有:1、我國協(xié)商民主形式日益多樣化,協(xié)商民主主體范圍、所涉及領(lǐng)域的范圍都在不斷擴(kuò)大;協(xié)商逐漸制度化,部分基層協(xié)商民主建設(shè)中已經(jīng)有了不少制度規(guī)定和文件要求,體現(xiàn)了我國協(xié)商民主逐漸朝向制度化的方向發(fā)展。2、中國特色社會主義協(xié)商民主建設(shè)的問題表現(xiàn)在:群眾基礎(chǔ)不夠廣泛、協(xié)商民主的范圍需要擴(kuò)展、協(xié)商民主的條件不夠平等、協(xié)商民主的效度有待提高。中國特色社會主義協(xié)商民主發(fā)展時間較短,導(dǎo)致問題出現(xiàn)的原因眾多,其中主要是普通民眾的協(xié)商意識薄弱,領(lǐng)導(dǎo)干部的協(xié)商觀念不強(qiáng),協(xié)商民主制度宣傳不到位以及相關(guān)法律和制度還需完善等。3、解決中國特色社會主義協(xié)商民主建設(shè)中存在的問題重點(diǎn)要從三方面入手,一是開展針對性的協(xié)商民主宣傳,增強(qiáng)協(xié)商民主觀念和協(xié)商民主意識;二是要加強(qiáng)中國特色社會主義協(xié)商民主的規(guī)范化和制度化;三是要完善中國特色社會主義協(xié)商民主的監(jiān)督體系。黨的十八大報告在協(xié)商民主建設(shè)方面有新的精神和指示,而目前針對十八大以后中國協(xié)商民主建設(shè)的研究還不夠豐富,因此本研究結(jié)合十八大報告的最新精神展開中國特色社會主義協(xié)商民主建設(shè)問題的研究,屬于視角方面的創(chuàng)新,同時研究結(jié)果具有較強(qiáng)的時代性,結(jié)論方面也有所創(chuàng)新。
[Abstract]:The system of deliberative democracy is an important part of the democratic political system, and the development of socialist consultative democracy with Chinese characteristics is based on the conditions of the Communist Party of China. Since the 18 National Congress of the Party, some gratifying achievements have been made in the construction of democratic consultation with Chinese characteristics, but there are still many problems that need to be constantly explored and solved. There is still a long way to go in the construction of deliberative democracy with Chinese characteristics. This study is guided by Marxist views and methods, adopts the method of literature research and interdisciplinary research, and on the basis of summarizing the related theories of deliberative democracy, This paper makes a preliminary discussion on the construction of consultative democracy with Chinese characteristics from the aspects of historical evolution, current situation of development, exploration of problems, and analysis of reasons, and probes into the countermeasures of the construction of negotiated democracy with Chinese characteristics on the basis of the national conditions. It is conducive to better summing up experience and lessons, better distinguishing between principal and secondary contradictions, providing the basis for the formulation and promulgation of the related system of deliberative democracy and decision-making, and providing reference for the development of the construction of consultative democracy. We should effectively solve the practical problems existing in the construction of consultative democracy with Chinese characteristics, and promote the healthy development of consultative democracy in the current political environment. The main research results of this paper are as follows: 1. The forms of deliberative democracy in our country are becoming more and more diverse. The scope of the subject of deliberative democracy is constantly expanding, and the scope of consultation is gradually institutionalized. In part of the grass-roots consultative democratic construction, there are already quite a number of system provisions and document requirements. This reflects the gradual development of consultative democracy in China towards the direction of institutionalization. The problems in the construction of consultative democracy in socialism with Chinese characteristics are that the mass base is not broad enough, the scope of deliberative democracy needs to be expanded, and the conditions of consultative democracy are not equal. The validity of deliberative democracy needs to be improved. The development of socialist deliberative democracy with Chinese characteristics has a short period of time, which leads to many problems, including the weak sense of consultation among the ordinary people and the weak concept of consultation among leading cadres. If the propaganda of the consultative democratic system is not in place and the relevant laws and systems still need to be improved, the focus of solving the problems existing in the construction of the consultative democracy with Chinese characteristics must be three aspects: first, to carry out targeted consultation democratic propaganda, Second, to strengthen the standardization and institutionalization of socialist consultative democracy with Chinese characteristics; Third, it is necessary to improve the supervisory system of deliberative democracy in socialism with Chinese characteristics. The report of the 18 National Congress of the CPC has new spirit and instructions in the construction of deliberative democracy, but the current research on the construction of deliberative democracy in China after the 18 National Congress is not sufficiently rich. Therefore, this study, combined with the latest spirit of the 18 report, is an innovation in the perspective of socialist negotiation and democracy construction with Chinese characteristics. At the same time, the research results have strong epochal character, and the conclusion is also innovative.
