【摘要】：在地方自治的背景下,地方利己主義抬頭,地方政府之間的沖突不斷增多。而地域經(jīng)濟(jì)社會(huì)的發(fā)展又離不開地域間的合作。實(shí)現(xiàn)從沖突到合作的轉(zhuǎn)變是地方公共行政中的大事。從邏輯路徑分析和三個(gè)案例的實(shí)踐來看,圍繞需要合作才能解決的復(fù)合性事件,分裂導(dǎo)致沖突,分裂的制度化導(dǎo)致沖突加深,溝通導(dǎo)致合作,溝通的制度化導(dǎo)致合作加深,并且可以預(yù)防沖突。所以,地方政府在尋求地域發(fā)展,號(hào)召加強(qiáng)地方合作的同時(shí),首先需要建立一定的溝通機(jī)制,并保持該機(jī)制的穩(wěn)定性和制度性。在長(zhǎng)期的、制度性的溝通前提下,地方政府間的沖突必然越來越少,合作必然越來越多。
