【摘要】：泰國新憲法于2016年8月7日全民公投通過,并于2017年4月6日正式頒布,成為泰國1932年實(shí)行君主立憲制以來頒布的第20部憲法。相較于1997年憲法和2007年憲法,新憲法改變了國會上下兩院的選舉制度,擴(kuò)大了上議院、獨(dú)立機(jī)構(gòu)權(quán)力范圍,增加了修改憲法的難度。新憲法使得泰國政黨地位進(jìn)一步降低,實(shí)現(xiàn)了政黨與精英階層的分權(quán),泰國將進(jìn)入一個受控制的權(quán)威主義民主時期。
[Abstract]:Thailand's new constitution was passed by referendum on August 7th 2016 and promulgated on April 6th 2017. It became Thailand's 20th constitution since the constitutional monarchy was introduced in 1932. Compared with the Constitution of 1997 and the Constitution of 2007, the new Constitution has changed the electoral system of both houses of parliament. The power of the House of Lords and independent bodies has been expanded, making it more difficult to amend the Constitution. The new Constitution has further reduced the status of political parties in Thailand and achieved the separation of powers between political parties and the elite. Thailand will enter a period of controlled authoritarian democracy.
