【摘要】：改革開放以來,伴隨著國內(nèi)外環(huán)境的變遷,粵港政府間關(guān)系呈現(xiàn)出幾個階段性特質(zhì)。回歸之前,粵港政府間關(guān)系實際上是中英兩國分治下的國家層面間關(guān)系�；貧w以來,粵港政府間關(guān)系嬗變?yōu)?一國兩制"下的地方政府間關(guān)系。這種地方政府間關(guān)系,回歸初期主要體現(xiàn)為結(jié)構(gòu)性政府間關(guān)系;但隨著央港、粵港、深港力量的此消彼長尤其是區(qū)域整合大勢的不可阻擋,粵港之間正日益形塑出新型的功能性政府間關(guān)系。相較于結(jié)構(gòu)性政府間關(guān)系中的非對稱性特質(zhì),功能性政府間關(guān)系是一種問題導(dǎo)向的政府間關(guān)系,它是因應(yīng)國家發(fā)展戰(zhàn)略及粵港跨境治理問題的新思維和新路徑。
[Abstract]:Since the reform and opening up, with the changes of the environment at home and abroad, the relationship between the Hong Kong and Guangdong governments presents several stages of characteristics. The relationship between the governments of Guangdong and Hong Kong is actually the relationship between China and the United Kingdom at the national level. Since the return of the motherland, the relationship between the governments of Guangdong and Hong Kong has changed into the relationship between local governments under "one country, two systems". At the early stage of the return to China, it mainly embodies the structural intergovernmental relationship. However, with the central port, Guangdong and Hong Kong, Shenzhen and Hong Kong forces in particular, the trend of regional integration is unstoppable. The relationship between Guangdong and Hong Kong is increasingly shaping a new type of functional intergovernmental relationship. Compared with the asymmetry of structural intergovernmental relationship, functional intergovernmental relationship is a problem-oriented intergovernmental relationship. It is a new thinking and new way to deal with the national development strategy and the cross-border governance of Guangdong and Hong Kong.
