【摘要】：隨著經(jīng)濟(jì)社會的不斷發(fā)展,中國的人口老齡化問題日趨嚴(yán)峻。老齡化、高齡化、失能化、空巢化、家庭小型化的問題日益突出,家庭養(yǎng)老已不能滿足人們?nèi)找嬖鲩L的養(yǎng)老需求。機(jī)構(gòu)養(yǎng)老的基礎(chǔ)支撐是否到位,更加多樣化的養(yǎng)老模式能否取得良好的效果,是我們共同關(guān)注的問題。本文采用實(shí)地調(diào)查、訪談等方式,對鶴壁市的養(yǎng)老服務(wù)機(jī)構(gòu)進(jìn)行實(shí)證研究。經(jīng)調(diào)查,鶴壁市三個(gè)市區(qū)和兩個(gè)縣的敬老院在以往落后的設(shè)施基礎(chǔ)上進(jìn)行了改造,為三無老人、五保老人的基本養(yǎng)老需求提供了更好的保障;民辦養(yǎng)老機(jī)構(gòu)迅速發(fā)展并成為鶴壁市養(yǎng)老服務(wù)機(jī)構(gòu)的支撐,無論是在床位數(shù)量還是服務(wù)質(zhì)量上,都更勝一籌;社區(qū)日間服務(wù)中心正在被推廣,該模式適應(yīng)了人們居家養(yǎng)老的需求,并能更好的為老年人提供及時(shí)的服務(wù),得到了廣泛關(guān)注。但是,鶴壁市的養(yǎng)老服務(wù)機(jī)構(gòu)總體處于初步發(fā)展階段,公辦養(yǎng)老機(jī)構(gòu)和民辦養(yǎng)老機(jī)構(gòu)都各自存在一定的問題,比如:資金匱乏,缺乏專業(yè)護(hù)理人員,機(jī)構(gòu)管理人員缺乏管理經(jīng)驗(yàn),無法滿足老年人的精神需求等;社區(qū)日間服務(wù)中心則處于剛起步階段,也有許多問題出現(xiàn)。為此,本文結(jié)合鶴壁市養(yǎng)老服務(wù)機(jī)構(gòu)的問題現(xiàn)狀提出了加大財(cái)政資金的支持力度,形成多元資金籌集機(jī)制;加大宣傳力度,轉(zhuǎn)變老年人及其子女的傳統(tǒng)養(yǎng)老觀念;政府要積極出臺并落實(shí)養(yǎng)老、助老的政策文件,并及時(shí)加強(qiáng)監(jiān)督監(jiān)管;加強(qiáng)對老年人的專業(yè)性隊(duì)伍建設(shè),提升服務(wù)質(zhì)量;采取“醫(yī)養(yǎng)結(jié)合”養(yǎng)老模式;關(guān)注老年人心理健康等有針對性的、可操作性的對策,為鶴壁市養(yǎng)老服務(wù)機(jī)構(gòu)的發(fā)展助力。
[Abstract]:With the development of economy and society, the problem of aging population in China is becoming more and more serious. The problems of aging, aging, disability, empty nest and family miniaturization are becoming more and more prominent. Family pension has not been able to meet the increasing demand for the aged. Whether the basic support of institutional pension is in place, and whether the more diversified pension model can achieve good results. This paper uses field investigation, interviews and other methods to carry out empirical research on the pension service institutions in Hebi City. The elderly homes in three urban areas and two counties in Hebi City have been renovated on the basis of the backward facilities in the past, which provide better protection for the basic old-age needs of the elderly without three or five guarantees. Private pension institutions have developed rapidly and become the support of pension service institutions in Hebi City, both in terms of the number of beds and service quality, are better; Community day service centers are being promoted, the model is adapted to the needs of people living at home, and can better provide timely services for the elderly, which has received wide attention. Hebi City pension service institutions in general is in the initial stage of development, public pension institutions and private pension institutions have their own problems, such as: lack of funds, lack of professional nursing personnel. The managers of institutions lack management experience and can not meet the mental needs of the elderly. Community day service center is just in its infancy, and there are many problems. Therefore, this paper puts forward to increase the support of financial funds combined with the problems of Hebi pension service institutions. Forming the mechanism of multi-fund raising; Strengthen propaganda to change the traditional concept of the aged and their children; The government should actively introduce and implement the policy documents for the aged and help the elderly, and strengthen supervision and supervision in a timely manner; Strengthen the construction of professional ranks for the elderly, improve the quality of service; Adopting the mode of "combination of medical care and support" for the aged; Attention to the mental health of the elderly and other targeted, operational countermeasures for the development of Hebi pension service institutions.
