【摘要】：公民普遍而充分地享有網(wǎng)絡(luò)信息知情權(quán)、網(wǎng)絡(luò)政治參與權(quán)、網(wǎng)絡(luò)權(quán)益表達權(quán)和網(wǎng)絡(luò)輿論監(jiān)督權(quán)等網(wǎng)絡(luò)基本權(quán)利構(gòu)成其網(wǎng)絡(luò)政治參與的能力基礎(chǔ),而現(xiàn)實"數(shù)字鴻溝"的存在和加劇卻造成了公民網(wǎng)絡(luò)政治參與的能力差距,制約影響其網(wǎng)絡(luò)基本權(quán)利的實現(xiàn)。為此,要加強網(wǎng)絡(luò)信息基礎(chǔ)設(shè)施建設(shè),打造公民網(wǎng)絡(luò)權(quán)益保障基礎(chǔ);擴大政府政務(wù)信息公開力度,保證公民網(wǎng)絡(luò)信息知情權(quán);加強公民網(wǎng)絡(luò)技能教育培訓(xùn),提高公民網(wǎng)絡(luò)政治參與能力;完善網(wǎng)絡(luò)管理法律法規(guī),保障公民網(wǎng)絡(luò)權(quán)益表達權(quán);以權(quán)利保障為主、權(quán)利規(guī)制為輔維護公民網(wǎng)絡(luò)輿論監(jiān)督權(quán),從而努力消除網(wǎng)絡(luò)"數(shù)字鴻溝",保障和提高公民網(wǎng)絡(luò)政治參與的權(quán)益和能力。
[Abstract]:Citizens generally and fully enjoy the right to know network information, network political participation rights, network rights and interests expressed rights and network public opinion supervision rights and other basic rights of the network constitute its network political participation capacity basis. However, the existence and aggravation of the "digital divide" in reality has caused a gap in the ability of citizens to participate in network politics and restricted the realization of their basic network rights. Therefore, it is necessary to strengthen the construction of network information infrastructure. To build the foundation for the protection of citizens' network rights and interests; To expand the publicity of government government information to ensure the citizens' right to know the network information; Strengthen the education and training of citizens' network skills, improve the ability of citizens' network political participation; Perfecting the laws and regulations of network management to protect citizens' right to express their network rights and interests; The right protection is the main, the right regulation is auxiliary to safeguard the citizen network public opinion supervision right, thus diligently eliminates the network "digital divide", safeguards and enhances the citizen network political participation rights and the ability.
