【摘要】：隨著我國老齡化進程的推進,醫(yī)養(yǎng)分離的養(yǎng)老保障服務體系已無法承載具有中長期照護需求的老年群體。長期的醫(yī)養(yǎng)不能兼顧不僅造成了資源的重復浪費,更是降低了老年群體的生存質(zhì)量。我國近幾年不斷出臺新規(guī)搭建醫(yī)養(yǎng)結合建設的平臺,但是受政策構建周期長、管理機構多頭、籌資模式不可持續(xù)、醫(yī)養(yǎng)結合機構結構性短缺、照護人員稀缺等方面的制約,使得我國養(yǎng)老現(xiàn)實與醫(yī)養(yǎng)結合養(yǎng)老服務模式存在契合的沖突與矛盾。需要在政策制定、機構管理、籌資模式、試點操作以及機構建設等方面不斷探索,使醫(yī)養(yǎng)結合成為破解我國老年人口養(yǎng)老壓力的有效路徑。
[Abstract]:With the advancement of aging process in China, the separation of medical and nursing pension security service system has been unable to bear the long-term care needs of the elderly population. The long-term medical care can not only lead to repeated waste of resources. In recent years, China has introduced new regulations to build a platform for the combination of medicine and support, but due to the long period of policy construction, management agencies are long, funding model is not sustainable. The structural shortage of medical and nursing institutions and the scarcity of care staff make the reality of the aged in China and the combination of medical and support pension service mode in line with the conflict and contradictions. Need in the policy formulation, institutional management. Funding model, pilot operation and institution construction are constantly explored, which makes the combination of medical care and support become an effective way to solve the pressure on the aged population in our country.
