【摘要】：綠色民生是"經(jīng)濟發(fā)展—生態(tài)環(huán)境—民生需求"之間的良性結(jié)合。它尋求財富分配與風險分配的協(xié)調(diào),要求民生發(fā)展和公共開支的增長需以持續(xù)的經(jīng)濟發(fā)展為基礎,但是經(jīng)濟發(fā)展又不能以生態(tài)環(huán)境惡化和犧牲后代人的生態(tài)福利為代價。在生態(tài)環(huán)境保護與經(jīng)濟發(fā)展的雙重約束下,綠色導向的民生發(fā)展需要恰當?shù)乃俣�、過程與方式方法,需要人類社會反思自身所制造出來的生態(tài)環(huán)境風險及其分配,并由此奠定了綠色民生的政治學意蘊:它首先意味著公民權(quán)利的擴展,隨之要求拓展政府的責任,通過將社會需求納入自然需求、將后代人的需求納入當代人的發(fā)展,應對現(xiàn)代國家治理所面臨的政治合法性挑戰(zhàn),進而訴諸新的政策范式,推動國家治理體系的完善和政府治理能力的現(xiàn)代化。
[Abstract]:The green people's livelihood is a good combination of "economic development ecological environment - People's livelihood demand". It seeks for the coordination of wealth allocation and risk allocation, and requires that the growth of people's livelihood and public expenditure should be based on sustained economic development. However, economic development cannot be at the cost of deterioration of the ecological environment and sacrifice of the ecological welfare of future generations. In the dual constraints of ecological environment protection and economic development, needs the appropriate speed, process and method of green oriented development of the people's livelihood, need to risk its own ecological environment created by the distribution and reflection of human society, and thus laid the political implication of the green people's Livelihood: it first means the expansion of civil rights, which demands the expansion of government responsibility, the social needs into natural demand, future generations will incorporate the requirements of the development of contemporary people, political legitimacy and cope with the challenges faced by the modern state governance, and access to the new policy paradigm, promote the improvement of the national governance system and governance capacity modernization.
