【摘要】： 構(gòu)建我國(guó)社會(huì)化消防管理體系,推進(jìn)消防工作社會(huì)化進(jìn)程,近年來(lái)已被許多研究者所關(guān)注。而“逐步建立完善適應(yīng)市場(chǎng)經(jīng)濟(jì)體制的社會(huì)化消防安全管理體系,積極推動(dòng)落實(shí)社會(huì)消防安全責(zé)任,努力提高全民消防安全意識(shí)和素質(zhì),促進(jìn)社會(huì)消防安全環(huán)境明顯改善”已成為公安部消防局“161工程”文件中提出的一項(xiàng)重要工作目標(biāo)。消防管理工作改革勢(shì)在必行,改變傳統(tǒng)的由消防部門(mén)一家統(tǒng)攬的管理模式,建立消防管理社會(huì)化的新格局已在業(yè)內(nèi)達(dá)成共識(shí)。本研究課題是本人從事消防工作多年的經(jīng)驗(yàn)積累和學(xué)習(xí)期間所學(xué)的理論辨析,就消防體系建設(shè)提出的一些粗淺的見(jiàn)解。 本論文以科學(xué)發(fā)展觀為指導(dǎo),運(yùn)用系統(tǒng)論、控制論、信息論、創(chuàng)新論和消防社會(huì)學(xué)新觀念,回顧性研究了我國(guó)消防管理體系的沿革和變遷;探索了我國(guó)目前消防管理存在的問(wèn)題,借鑒了國(guó)外經(jīng)濟(jì)發(fā)達(dá)國(guó)家消防管理社會(huì)化的典型經(jīng)驗(yàn)和啟示,分析了當(dāng)前制約消防管理可持續(xù)發(fā)展的主要因素;前瞻性研究了二十一世紀(jì)頭二十年,這個(gè)可以大有作為的重要戰(zhàn)略機(jī)遇期的消防工作改革對(duì)策。為了使消防管理更好地適應(yīng)經(jīng)濟(jì)發(fā)展的需要,能夠與時(shí)俱進(jìn),走出一條跨越式發(fā)展之路,本文提出了“一、二、三、四、五”套餐式社會(huì)化消防管理體系的構(gòu)建方案。即:激發(fā)創(chuàng)造性思維,樹(shù)立一種“三級(jí)預(yù)防”的理念;推行二種管理方法,超前預(yù)防與過(guò)程循環(huán);健全三級(jí)監(jiān)督機(jī)制,上下合力群防群治;開(kāi)展“四進(jìn)”消防教育,提升國(guó)民安全素質(zhì);構(gòu)筑五大分支體系,落實(shí)科技“強(qiáng)消”措施。 本文創(chuàng)新的“三級(jí)預(yù)防”觀點(diǎn),是對(duì)我國(guó)傳統(tǒng)的“防患于未然”的廣義的詮釋,“三級(jí)預(yù)防”理念將火災(zāi)生成的事前控制、事中控制、事后控制統(tǒng)統(tǒng)視為預(yù)防范疇,并以安全哲學(xué)本質(zhì)論和超前預(yù)防的思維方法,對(duì)“防為上、救次之、戒為下”的等而下之觀點(diǎn)進(jìn)行了質(zhì)疑。批駁了某些責(zé)任主體以“防為上”作搪塞而輕視救援、治理的錯(cuò)誤行為�！叭�(jí)預(yù)防”是我國(guó)“防患于未然”的傳承與發(fā)揚(yáng),是本文的理論創(chuàng)新,是一家之言,也是對(duì)我國(guó)消防思想變革的大膽進(jìn)諫。
[Abstract]:In recent years, many researchers have paid attention to the construction of socialized fire control management system in China and the promotion of the process of socialization of fire work. "gradually establishing and perfecting the socialized fire safety management system adapted to the market economy system, actively promoting the implementation of the responsibility of social fire safety, striving to improve the awareness and quality of fire safety among the whole people, and promoting the obvious improvement of the social fire safety environment" has become an important work goal put forward in the "161 Project" document of the Fire Department of the Ministry of Public Security. The reform of fire management is imperative, and a consensus has been reached in the industry to change the traditional management mode under the control of fire department and establish a new pattern of socialization of fire management. This research topic is the theoretical analysis that I have been engaged in fire control work for many years and learned during my study, and puts forward some superficial opinions on the construction of fire control system. Under the guidance of the scientific concept of development, using the new concepts of system theory, cybernetics, information theory, innovation theory and fire sociology, this paper studies the evolution and changes of fire management system in China, explores the problems existing in fire management in China, draws lessons from the typical experience and enlightenment of socialization of fire management in developed countries, and analyzes the main factors restricting the sustainable development of fire management at present. This paper studies the fire protection reform countermeasures in the first 20 years of the 21 century, which can make a great difference in the period of strategic opportunity. In order to make fire control management better meet the needs of economic development, keep pace with the times and walk out of a road of leap-forward development, this paper puts forward the construction scheme of "one, two, three, four, five" package socialized fire control management system. That is, to stimulate creative thinking, set up a concept of "three-level prevention", carry out two management methods, advance prevention and process circulation, perfect the three-level supervision mechanism, work together to prevent and control the group, carry out the "four-step" fire education, improve the national safety quality, construct five branch systems, and implement the measures of "strengthening and eliminating" science and technology. This paper innovates the viewpoint of "three-level prevention", which is a broad interpretation of the traditional "prevention in the first place" of our country. The concept of "three-level prevention" regards the pre-control of fire generation, the control in the event and the control after the event as the category of prevention, and questions the viewpoint of "prevention is the top, the rescue is the second, and the abstinence is the bottom" with the essential theory of safety philosophy and the thinking method of advanced prevention. Refuted some responsibility subject to "prevention as the first" prevarication and despise the rescue, governance of the wrong behavior. "three-level prevention" is the inheritance and development of "prevention in the first place" in our country, is the theoretical innovation of this paper, is a family's words, and is also a bold remonstrance to the reform of fire protection thought in our country.
