【摘要】： “新時(shí)期最鮮明的特點(diǎn)是改革開(kāi)放,新時(shí)期最顯著的成就是快速發(fā)展,新時(shí)期最突出的標(biāo)志是與時(shí)俱進(jìn)”1。這既是對(duì)于新時(shí)期改革開(kāi)放經(jīng)驗(yàn)的精辟總結(jié),更是對(duì)于未來(lái)改革開(kāi)放事業(yè)的要求,為改革開(kāi)放指明了前進(jìn)的方向。 我國(guó)公安機(jī)關(guān)是人民民主專政的重要工具,是武裝性質(zhì)的國(guó)家治安行政力量,它擔(dān)負(fù)著維護(hù)國(guó)家政治穩(wěn)定和安定社會(huì),保障社會(huì)主義經(jīng)濟(jì)建設(shè)順利進(jìn)行的神圣職責(zé)。在改革開(kāi)放不斷深入,經(jīng)濟(jì)政治文化社會(huì)快速發(fā)展,理論和實(shí)踐不斷創(chuàng)新的社會(huì)主義新時(shí)期,黨中央提出全面落實(shí)科學(xué)發(fā)展觀、構(gòu)建和諧社會(huì)和全面建設(shè)小康社會(huì)的宏偉目標(biāo)對(duì)公安機(jī)關(guān)提出了嚴(yán)峻挑戰(zhàn)。 公安思想政治工作方法是公安政工部門為實(shí)現(xiàn)一定的目的所采用的手段和方式,既具有思想政治工作方法的普遍性,又因其特定的研究對(duì)象而具有特殊性,它的生命力和靈魂在于不斷創(chuàng)新和發(fā)展�！皠�(chuàng)新是一個(gè)民族進(jìn)步的靈魂,是一個(gè)國(guó)家興旺發(fā)達(dá)的不竭動(dòng)力,也是一個(gè)政黨永葆生機(jī)的源泉。”2而“在實(shí)踐基礎(chǔ)上的理論創(chuàng)新是社會(huì)發(fā)展和變革的先導(dǎo)。……創(chuàng)新就要不斷解放思想、實(shí)事求是、與時(shí)俱進(jìn)。實(shí)踐沒(méi)有止境,創(chuàng)新也沒(méi)有止境�！�3隨著時(shí)代主題、社會(huì)環(huán)境與實(shí)踐活動(dòng)的變化,民警的思想觀念、行為方式也發(fā)生著深刻的改變,也迫切需要公安思想政治工作方法在繼承的基礎(chǔ)上堅(jiān)持方法的不斷發(fā)展和創(chuàng)新,這樣才能適應(yīng)新情況、解決新問(wèn)題。 文章從介紹選題的提出及意義入手,探討了新時(shí)期公安思想政治工作方法創(chuàng)新的理論基礎(chǔ)和新時(shí)期公安思想政治工作方法創(chuàng)新的實(shí)踐需求,論述了新時(shí)期公安思想政治工作方法的作用和原則,最后以新時(shí)期公安思想政治工作方法創(chuàng)新的主要內(nèi)容為最終目的和落腳點(diǎn),力爭(zhēng)對(duì)做好新時(shí)期公安思想政治工作起到一定的理論和實(shí)踐指導(dǎo)。
[Abstract]:"the most distinctive feature of the new period is reform and opening up, the most remarkable achievement in the new period is rapid development, and the most prominent symbol of the new period is to keep pace with the times." This is not only an incisive summary of the experience of reform and opening up in the new period, but also a requirement for the cause of reform and opening up in the future, which points out the way forward for reform and opening up. The public security organ of our country is an important tool of people's democratic dictatorship and an armed administrative force of national public security. It bears the sacred responsibility of maintaining national political stability and stabilizing society and ensuring the smooth progress of socialist economic construction. In the new socialist period of deepening reform and opening up, rapid development of economy, politics, culture and society, and continuous innovation in theory and practice, the CPC Central Committee put forward the comprehensive implementation of the scientific concept of development. The grand goal of building a harmonious society and building a well-off society in an all-round way poses a severe challenge to public security organs. The method of public security ideological and political work is a means and way adopted by the public security political and industrial department to achieve a certain purpose. It not only has the universality of the ideological and political work method, but also has the particularity because of its specific research object. Its vitality and soul lie in continuous innovation and development. "Innovation is the soul of a nation's progress, the inexhaustible motive force for the prosperity of a country, and the source for a political party to keep its vitality forever." 2. The theoretical innovation on the basis of practice is the forerunner of social development and change. Innovation should constantly emancipate the mind, seek truth from facts, and keep pace with the times. There is no end to practice, and there is no end to innovation. "3 with the changes in the theme of the times, the social environment and practical activities, the ideology and behavior of the police have also undergone profound changes. It is also urgent to insist on the continuous development and innovation of public security ideological and political work methods on the basis of inheritance, so as to adapt to the new situation and solve new problems. Starting with the introduction of the topic and its significance, this paper probes into the theoretical basis of the innovation of public security ideological and political work methods in the new period and the practical needs of the innovation of public security ideological and political work methods in the new period. This paper discusses the function and principle of the ideological and political work method of public security in the new period, and finally takes the main content of the innovation of the ideological and political work method of public security in the new period as the final goal and foothold. Strive to do a good job in the new period of public security ideological and political work to play a certain theoretical and practical guidance.
