【摘要】：在當(dāng)前形勢(shì)下開(kāi)展社會(huì)治安防范工作,許多工作方法和經(jīng)驗(yàn)是極其寶貴的,但這些工作方法和經(jīng)驗(yàn)是否能夠適應(yīng)市場(chǎng)經(jīng)濟(jì)條件下治安防范工作的新特點(diǎn),是否能夠在更大范圍內(nèi)鋪開(kāi)并取得更大成效,很大程度依賴于治安防范理論的指導(dǎo)。當(dāng)前,治安防范作為維護(hù)社會(huì)治安秩序和減少各種違法犯罪活動(dòng)的積極、主動(dòng)的對(duì)策措施,已經(jīng)得到全社會(huì)的高度重視,并已被列為社會(huì)治安綜合治理的六大工作范圍之一。本文旨在通過(guò)對(duì)社會(huì)治安情況的分析,深入研究和掌握滿洲里市社會(huì)治安和犯罪的特點(diǎn)、規(guī)律,幫助制定相應(yīng)的治安防范對(duì)策和措施,用最少的代價(jià)取得最大的社會(huì)治安成效。滿洲里市的社會(huì)治安工作,一旦獲得科學(xué)的理論指導(dǎo),必將有一個(gè)新的飛躍,必將大大促進(jìn)現(xiàn)實(shí)生活中的治安防范工作,為滿洲里市的改革開(kāi)放創(chuàng)造良好的社會(huì)治安環(huán)境。全文除引言和后記外,共分為四大部分: 第一部分,治安防范概述。著重從宏觀的角度,對(duì)治安防范的概念、我國(guó)社會(huì)治安防范工作的特點(diǎn)、現(xiàn)狀、現(xiàn)階段治安防范工作存在的突出問(wèn)題等內(nèi)容進(jìn)行研討、描述與分析,從而為全文的展開(kāi)作了學(xué)術(shù)與全國(guó)背景的鋪墊。 第二部分,滿洲里市治安形勢(shì)現(xiàn)狀。著重從微觀的角度,對(duì)北國(guó)邊城滿洲里市具體的社會(huì)背景、經(jīng)濟(jì)發(fā)展?fàn)顩r、治安形勢(shì)、刑事案件上升的原因、特點(diǎn)等進(jìn)行了深入的調(diào)查統(tǒng)計(jì)分析與理論探討,在比較借鑒國(guó)外城市犯罪理論的基礎(chǔ)之上,提出了自己的一些看法。 第三部分滿洲里市社會(huì)治安防范體系及存在的問(wèn)題。全面而系統(tǒng)地介紹了滿洲里市現(xiàn)有的治安防范體系,并對(duì)治安防范工作中存在的問(wèn)題進(jìn)行了深入透析的研討與挖掘,這是本文的核心內(nèi)容之一,是理論用于實(shí)踐,觀察問(wèn)題,發(fā)現(xiàn)問(wèn)題并尋找原因之所在。 第四部分,滿洲里市治安防范對(duì)策。在對(duì)滿洲里市社會(huì)治安狀況、特點(diǎn)及規(guī)律的認(rèn)識(shí)基礎(chǔ)之上,有的放矢地提出了幾項(xiàng)治安防范對(duì)策,有些措施是帶有創(chuàng)新和建設(shè)性的,如倡議在滿洲里市開(kāi)展社區(qū)矯正工作等。本部分的寫(xiě)作是全文的目的與歸宿,即為滿洲里市社會(huì)治安防范工作出謀劃策,更好地為保一方平安,構(gòu)建合諧社會(huì)盡到微薄之力! 本文的寫(xiě)作是采取實(shí)證調(diào)查研究的方法,力圖將所學(xué)的刑事政策、犯罪學(xué)及刑事法學(xué)知識(shí)運(yùn)用于社會(huì)治安的防范實(shí)踐,這種以一個(gè)邊城的社會(huì)治安及防范問(wèn)題作為研究對(duì)象,是作者的大膽嘗試,不足之處望批評(píng)指正,希望通過(guò)不斷的摸索與完
[Abstract]:Many working methods and experiences are extremely valuable in carrying out public security prevention work under the current situation, but whether these working methods and experiences can adapt to the new characteristics of public security prevention work under the market economy conditions, Whether we can spread out in a wider range and achieve greater results depends largely on the guidance of the theory of public security prevention.
