【摘要】：我國(guó)創(chuàng)新人口管理的探索,取得了明顯成效,但與快速發(fā)展的城市化還不相適應(yīng),存在著重管理,輕服務(wù);重戶(hù)籍人口,輕外來(lái)人口等問(wèn)題。應(yīng)在借鑒國(guó)際經(jīng)驗(yàn)的基礎(chǔ)上,不斷解放思想,完善法律體系,建立面向全體居民的管理服務(wù)體制,改革戶(hù)籍制度,完善社會(huì)保障制度,理順高效有序的工作機(jī)制,充分發(fā)揮社會(huì)各方面的積極性和創(chuàng)造性。
[Abstract]:The exploration of innovative population management in China has achieved remarkable results, but it has not been adapted to the rapid development of urbanization. There are some problems, such as emphasizing management, neglecting service, paying attention to household registration population and neglecting the foreign population, and so on. On the basis of drawing lessons from international experience, we should constantly emancipate our minds, perfect the legal system, establish a management and service system for all residents, reform the household registration system, perfect the social security system, and straighten out the efficient and orderly working mechanism. We will give full play to the enthusiasm and creativity of all sectors of society.
