【摘要】： 隨著社會(huì)的進(jìn)步和時(shí)代的發(fā)展,中國(guó)的社會(huì)治安新問(wèn)題、新情況也不斷增多,綜合反映的治安熱點(diǎn)與難點(diǎn)比較突出.有的治安問(wèn)題還比較嚴(yán)重。分析和研究社會(huì)治安問(wèn)題,并將解決好這些問(wèn)題,納入整個(gè)國(guó)家戰(zhàn)略之中去思考、探討,是當(dāng)前理論和實(shí)踐界面臨的一個(gè)重大課題。 本文就社會(huì)治安如何治理問(wèn)題從公眾參與的角度去加以分析。公眾參與是指社會(huì)成員自覺(jué)自愿地參加社會(huì)各種活動(dòng)或事務(wù)管理的行動(dòng),是社會(huì)成員對(duì)公共管理中各種決策及其貫徹執(zhí)行的參與,是對(duì)社會(huì)的民主管理。將其引入社會(huì)治安綜合治理機(jī)制中,會(huì)有意想不到的效果。因?yàn)楣妳⑴c意味著社會(huì)成員對(duì)社會(huì)責(zé)任的分擔(dān)和成果的共享,它使每一個(gè)成員都有機(jī)會(huì)向地方政府表達(dá)意見(jiàn),以維護(hù)自己的利益,都有機(jī)會(huì)為謀取社會(huì)共同利益而施展和貢獻(xiàn)自己的才能。公眾參與公共管理的目標(biāo)取向是社會(huì)和人自身的全面發(fā)展,社會(huì)成員將通過(guò)廣泛參與,促進(jìn)社會(huì)治安管理的各級(jí)變革和演進(jìn),推動(dòng)社會(huì)的穩(wěn)定和和諧。公眾參與社會(huì)治安管理在目前以及將來(lái)的公共管理中占據(jù)主導(dǎo)地位,成為影響社會(huì)治安綜合治理發(fā)展方向的決定性因素。 本文除導(dǎo)言外,正文分為三個(gè)部分,結(jié)構(gòu)如下: 第一章從宏觀和微觀的角度分析了中國(guó)社會(huì)治安綜合治理需要公眾參與的必要性,指出公眾參與是市場(chǎng)經(jīng)濟(jì)條件下社會(huì)治安管理的客觀要求,是解決社會(huì)治安問(wèn)題的關(guān)鍵,詳細(xì)闡述了社會(huì)治安綜合治理的各環(huán)節(jié)需要公眾參與,并且探討了現(xiàn)實(shí)中實(shí)現(xiàn)公眾參與社會(huì)治安綜合治理的意義。 第二章對(duì)中國(guó)現(xiàn)階段公眾參與社會(huì)治安綜合治理的現(xiàn)狀進(jìn)行了分析,包括對(duì)現(xiàn)階段社會(huì)治置綜合治理的主要主體——黨、政府、社會(huì)團(tuán)體和組織、公眾個(gè)人等進(jìn)行了闡述,并對(duì)我國(guó)現(xiàn)階段公眾參與社會(huì)治安綜合治理所存在的缺陷和不足進(jìn)行了詳細(xì)的分析。 第三章運(yùn)用相關(guān)的理論和實(shí)踐,就如何培養(yǎng)和提高公眾參與社會(huì)治安綜合治理的意識(shí)、如何拓寬參與的渠道等五個(gè)方面進(jìn)行了分析,并提出了就如何完善公眾參與社會(huì)治安綜合治理的一些觀點(diǎn)和建議,希望對(duì)當(dāng)前中國(guó)的社會(huì)治安問(wèn)題的解決有所幫助。
[Abstract]:With the progress of the society and the development of the times, the new problems and new situations of public security in China are increasing, and the hot and difficult points of public order reflected comprehensively are more prominent. Some public security problems are still quite serious. To analyze and study the problems of social security, and to solve these problems well, to think and discuss them into the whole national strategy is an important subject facing the field of theory and practice at present. This paper analyzes how to manage public order from the angle of public participation. Public participation refers to the voluntary participation of social members in all kinds of social activities or affairs management, the participation of social members in all kinds of decisions and their implementation in public management, and the democratic management of society. Introducing it into the comprehensive management mechanism of social security will have unexpected effect. Because public participation means the sharing of social responsibilities and results among members of society, it gives each member the opportunity to express his or her views to local governments in order to safeguard their own interests, Both have the opportunity to develop and contribute their talents for the common good of society. The goal orientation of public participation in public management is the all-round development of society and people themselves. Members of society will promote the change and evolution of public security management at all levels and promote social stability and harmony through extensive participation. Public participation in the management of public security occupies a dominant position at present and in the future, and has become a decisive factor affecting the development direction of comprehensive management of social security. In addition to the introduction, the text is divided into three parts. The structure is as follows: the first chapter analyzes the necessity of public participation in the comprehensive management of public security in China from the macro and micro perspectives. It is pointed out that public participation is the objective requirement of social security management under the condition of market economy and the key to solve the problem of social security. It also discusses the significance of public participation in comprehensive management of public order in reality. The second chapter analyzes the current situation of the public participation in the comprehensive management of public security in China, including the main subjects of the comprehensive management of social order at this stage-the Party, the government, social organizations and organizations, and the public, and so on. The defects and shortcomings of public participation in the comprehensive management of public security in China are analyzed in detail. The third chapter analyzes how to cultivate and improve the awareness of public participation in the comprehensive management of public security, how to broaden the channels of participation, and how to use the relevant theory and practice. Some opinions and suggestions on how to improve the public participation in the comprehensive management of public security are put forward in this paper. It is hoped that it will be helpful to solve the problems of social security in China at present.
