【摘要】：為更有效的服務(wù)社會(huì)、遏制犯罪,公安工作必須與時(shí)俱進(jìn),不斷完善,以達(dá)到更高質(zhì)量、更有社會(huì)效益的目的。公共績(jī)效管理是新時(shí)期提高政府工作效能的一個(gè)重要課題,公安機(jī)關(guān)作為提供公共安全產(chǎn)品和服務(wù)的職能部門,應(yīng)通過引入績(jī)效管理機(jī)制,實(shí)現(xiàn)公安工作高效運(yùn)轉(zhuǎn),以回應(yīng)國(guó)家和人民日益提升的要求。 本文首先分析了論文研究的背景和意義、國(guó)內(nèi)外相關(guān)領(lǐng)域研究現(xiàn)狀和趨勢(shì),然后系統(tǒng)論述了我國(guó)公安體制的特點(diǎn)及管理工作中存在的主要問題。為改進(jìn)公安工作績(jī)效,本文運(yùn)用績(jī)效管理理論、定量與定性相結(jié)合的技術(shù)、比較分析方法等理論聯(lián)系實(shí)際展開論述,并做了如下主要工作: 1.建立了一套公安機(jī)關(guān)及其業(yè)務(wù)系統(tǒng)的績(jī)效評(píng)估指標(biāo)體系,并指出公安績(jī)效包括經(jīng)濟(jì)、政治、社會(huì)三個(gè)維度,表明了公安工作應(yīng)注重公眾目標(biāo)導(dǎo)向。 2.提出了運(yùn)用績(jī)效管理改進(jìn)公安管理工作,完善內(nèi)部考評(píng),實(shí)行公眾目標(biāo)導(dǎo)向評(píng)議,建立健全激勵(lì)機(jī)制的建議; 3.針對(duì)績(jī)效考評(píng)和激勵(lì)方法應(yīng)用進(jìn)行了實(shí)證分析。 4.為進(jìn)一步改進(jìn)公安工作績(jī)效,提出了加強(qiáng)基層基礎(chǔ)工作、高效率的機(jī)構(gòu)設(shè)置、完善治安防控體系、優(yōu)化資源配置、廉潔從警的公安隊(duì)伍建設(shè)的若干設(shè)想。
[Abstract]:In order to serve the society more effectively and curb crime, the public security work must keep pace with the times and improve constantly in order to achieve the goal of higher quality and more social benefit. Public performance management is an important subject to improve the efficiency of government work in the new period. As a functional department providing public safety products and services, public security organs should introduce performance management mechanism to realize the efficient operation of public security work. In response to the rising demands of the nation and its people. This paper first analyzes the background and significance of the thesis research, the current situation and trend of research in related fields at home and abroad, and then systematically discusses the characteristics of our country's public security system and the main problems existing in the management work. In order to improve the performance of public security work, this paper uses the theory of performance management, the technology of combining quantitative and qualitative analysis, the comparative analysis method and so on. The main work is as follows: 1. This paper sets up a set of performance evaluation index system of public security organ and its business system, and points out that public security performance includes three dimensions: economy, politics and society, which indicates that public security work should pay attention to public goal orientation. 2. Some suggestions are put forward to improve the public security management by using performance management, to perfect the internal evaluation, to carry out the public goal-oriented evaluation, and to establish and improve the incentive mechanism. The application of performance appraisal and incentive methods is analyzed empirically. 4. In order to further improve the performance of public security work, this paper puts forward some tentative ideas of strengthening the basic work at the grass-roots level, setting up highly efficient institutions, perfecting the system of public security prevention and control, optimizing the allocation of resources, and building a clean police force.
