【摘要】： 當(dāng)前,社會(huì)的安全問題越來越受到人們的重視,特別是美國(guó)911事件的發(fā)生,給全世界的安全問題敲響了警鐘,反恐怖斗爭(zhēng)受到了各國(guó)政府和領(lǐng)導(dǎo)的高度重視。雷管、炸藥等民用爆炸物品是威脅人們生命財(cái)產(chǎn)安全的重要威脅源之一。對(duì)雷管、炸藥等民用爆炸物品的進(jìn)行嚴(yán)格監(jiān)控管理,減少甚至杜絕雷管、炸藥等民用爆炸物品的流失成為社會(huì)的迫切需要。國(guó)務(wù)院辦公廳也針對(duì)目前民用爆炸物品管理中存在的問題下發(fā)了《國(guó)務(wù)院辦公廳關(guān)于進(jìn)一步加強(qiáng)民用爆炸物品安全管理的通知》(國(guó)辦發(fā)[2002]52號(hào)),要求實(shí)行民爆器材的銷售、購(gòu)買、使用流向監(jiān)控,切實(shí)執(zhí)行好民用爆炸物品安全管理措施。 筆者首先總結(jié)了當(dāng)前民用爆炸物品管理中存在的問題;然后結(jié)合公共管理和危機(jī)管理的基礎(chǔ)理論,分析并找出民用爆炸物品管理中存在問題的原因;接著從各級(jí)組織的分層管理、民爆物品的閉環(huán)流通和管理績(jī)效的全面考核三個(gè)方面構(gòu)建了民用爆炸物品的“閉環(huán)管理”機(jī)制;最后結(jié)合郴州市的具體情況,將本文提出的“民用爆炸物品的閉環(huán)管理機(jī)制”應(yīng)用到郴州市民用爆炸物品的實(shí)際管理中。 本文的主要?jiǎng)?chuàng)新點(diǎn):運(yùn)用現(xiàn)代管理學(xué)(公共管理和危機(jī)管理)的理論和方法,針對(duì)民用爆炸物品管理存在的問題,從各級(jí)組織的分層管理、民爆物品的閉環(huán)流通和管理績(jī)效的全面考核三個(gè)方面構(gòu)建了民用爆炸物品的“閉環(huán)管理”機(jī)制。同時(shí),筆者以本文的民用爆炸物品的“閉環(huán)管理”機(jī)制為基礎(chǔ),結(jié)合郴州市的具體情況,構(gòu)建了郴州市民用爆炸物品管理案例。該案例可廣泛地應(yīng)用于公共管理的教學(xué)和研究中。
[Abstract]:At present, people pay more and more attention to social security issues, especially the 911 incident in the United States, which has sounded the alarm for the world's security problems, and the anti-terrorist struggle has been highly valued by governments and leaders of all countries. Detonators, explosives and other civil explosives are one of the most important threats to the safety of people's lives and property. It is an urgent need for the society to strictly monitor and manage detonators, explosives and other civil explosive items, and to reduce or even eliminate the loss of detonators and explosives. The General Office of the State Council has also issued the Circular of the General Office of the State Council on further strengthening the Safety Administration of Civil explosive articles in view of the existing problems in the management of civil explosive materials (the State Affairs Office issued [2002] 52). It requires that the sale, purchase and use of explosive materials should be monitored, and the safety management measures for civil explosive materials should be carried out. Firstly, the author summarizes the existing problems in the management of civil explosive materials, and then analyzes and finds out the causes of the problems in the management of civil explosive articles, combining with the basic theories of public management and crisis management. Then, the closed-loop management mechanism of civil explosive products is constructed from three aspects: the hierarchical management of organizations at all levels, the closed-loop circulation of civil explosive materials and the overall evaluation of management performance. Finally, according to the concrete situation of Chenzhou City, the closed-loop management mechanism of civil explosive materials proposed in this paper is applied to the practical management of civil explosive materials in Chenzhou City. The main innovation of this paper is to apply the theories and methods of modern management (public management and crisis management), aiming at the problems existing in the management of civil explosive materials, from the stratified management of organizations at all levels, The closed-loop management mechanism of civil explosive materials is constructed in three aspects: the closed-loop circulation of civil explosive materials and the overall evaluation of management performance. At the same time, based on the "closed-loop management" mechanism of civil explosive materials in this paper, combining with the concrete situation of Chenzhou City, the author constructs a case of civil explosive articles management in Chenzhou City. This case can be widely used in the teaching and research of public administration.
