【摘要】： 2000年至2006年底,中國(guó)維和警察在聯(lián)合國(guó)維持和平道路上已經(jīng)走過了七年的歷程。這是中國(guó)維和警察史上開篇的七年,是中國(guó)作為聯(lián)合國(guó)常任理事國(guó)參與聯(lián)合國(guó)維持和平行動(dòng)的重要?dú)v史階段。本文試對(duì)中國(guó)維和警察在這一時(shí)期的發(fā)展進(jìn)行初步的研究和探討。 正文分四個(gè)部分: 第一部分,論述了中國(guó)維和警察的組建歷史,其中包括:中國(guó)維和警察的組建背景;中國(guó)維和警察管理和培訓(xùn)機(jī)構(gòu)的組建、職能和總體概況;中國(guó)維和警察選拔的過程;中國(guó)政府對(duì)維和警察的管理和相關(guān)政策的演進(jìn);中國(guó)維和警察參加維和行動(dòng)的概況。 第二部分,以聯(lián)合國(guó)東帝汶任務(wù)區(qū)為例,通過對(duì)中國(guó)警察幾年來(lái)的維和經(jīng)驗(yàn)的總結(jié),從語(yǔ)言、駕駛、警務(wù)經(jīng)驗(yàn)和組織領(lǐng)導(dǎo)能力等多方面論述比較了中國(guó)維和警察警務(wù)技能與聯(lián)合國(guó)對(duì)維和警察要求之間的差距,并逐一分析原因,探討解決問題的方法和途徑。 第三部分,以維和警察訊問為例,探討總結(jié)維和警察在聯(lián)合國(guó)任務(wù)區(qū)執(zhí)法原則。并從對(duì)維和警察訊問四原則的分析中找到中國(guó)警察在任務(wù)區(qū)執(zhí)法要注意的問題。 第四部分,總結(jié)全文,從中國(guó)維和警察選拔機(jī)制、培訓(xùn)管理機(jī)制和對(duì)外合作交流方面總結(jié)了中國(guó)警察參與聯(lián)合國(guó)維和行動(dòng)的經(jīng)驗(yàn),分析了其中不足,同時(shí)論述了聯(lián)合國(guó)和國(guó)際對(duì)中國(guó)參與維和行動(dòng)的評(píng)價(jià),探討了中國(guó)維和警察的出色工作對(duì)中國(guó)國(guó)際地位與國(guó)際形象的提升。 研究中國(guó)維和警察參與聯(lián)合國(guó)維和行動(dòng)的重要實(shí)踐,對(duì)于從新的視角探討中國(guó)警察隊(duì)伍建設(shè),對(duì)于促進(jìn)中國(guó)警務(wù)的發(fā)展及其與國(guó)際接軌,都具有重要的現(xiàn)實(shí)意義。
[Abstract]:From 2000 to the end of 2006, China's peacekeeping police have gone through seven years on the road of UN peacekeeping. This is the first seven years in the history of China's peacekeeping police, and an important historical stage for China's participation in UN peace-keeping operations as a permanent member of the UN. This paper makes a preliminary study and discussion on the development of Chinese peacekeeping police in this period. The text is divided into four parts: the first part discusses the history of the establishment of Chinese peacekeeping police, including: the background of the establishment of Chinese peacekeeping police; the establishment, functions and general situation of Chinese peacekeeping police management and training institutions; The selection process of China's peacekeeping police; the evolution of the Chinese government's management of peacekeeping police and related policies; and the general situation of China's peacekeeping police participation in peacekeeping operations. The second part, taking the United Nations Mission in East Timor area as an example, through summing up the peacekeeping experience of the Chinese police over the past few years, from the perspective of language and driving. This paper discusses and compares the gap between the police skills of Chinese peacekeeping police and the demands of the United Nations on the peacekeeping police, analyzes the reasons one by one, and probes into the ways and means to solve the problems. In the third part, taking the interrogation of peacekeeping police as an example, the principle of law enforcement by peacekeeping police in the United Nations mission area is discussed. From the analysis of the four principles of interrogation of peacekeeping police, the problems that Chinese police should pay attention to in law enforcement in the mission area are found. The fourth part summarizes the full text, summarizes the experience of Chinese police participating in UN peacekeeping operations from the aspects of China's peacekeeping police selection mechanism, training management mechanism and cooperation and exchanges with foreign countries, and analyzes its shortcomings. At the same time, this paper discusses the evaluation of China's participation in peacekeeping operations by the United Nations and the international community, and probes into the improvement of China's international status and image by the outstanding work of the Chinese peacekeeping police. It is of great practical significance to study the important practice of Chinese peacekeeping police participating in UN peacekeeping operations, to probe into the construction of Chinese police force from a new angle of view, to promote the development of Chinese police service and its integration with the international community.
