【摘要】：2003年10月28日,十屆全國(guó)人大常委會(huì)第5次會(huì)議通過(guò)了《中華人民共和國(guó)道路交通安全法》,這部法律的通過(guò)是我國(guó)道路交通法制建設(shè)歷程中的一座里程碑,是我國(guó)道路交通事業(yè)全面走向法治時(shí)代的嶄新開(kāi)端。2004年5月1日,《中華人民共和國(guó)道路交通安全法》這部倍受社會(huì)關(guān)注、關(guān)系千家萬(wàn)戶(hù)的法律開(kāi)始實(shí)施。一年來(lái),全國(guó)廣大公安交警認(rèn)真學(xué)習(xí)宣傳、貫徹執(zhí)行這部法律,使全國(guó)城鄉(xiāng)道路交通秩序進(jìn)一步好轉(zhuǎn),交通阻塞緩解,交通事故穩(wěn)中有降,人們的交通安全意識(shí)得到大大的提高,一個(gè)有序、安全、暢通的交通環(huán)境正在逐步形成。然而交通違法現(xiàn)象仍普遍存在,有的甚至愈演愈烈,我們常德市也不例外。本人在調(diào)查研究的基礎(chǔ)上,結(jié)合交通執(zhí)法工作實(shí)踐,形成了《常德市交通違法狀況調(diào)查》一文。 本文共分為三部分。 第一部分介紹了常德市道路交通發(fā)展概況。第二部分為常德市交通違法的現(xiàn)狀和原因。第三部分為常德市交通違法的防控策略。雖然目前駕駛?cè)诉�不是交通違法的主要群體,但經(jīng)驗(yàn)告訴我們,預(yù)防交通違法必須從駕駛?cè)俗テ?必須針對(duì)駕駛?cè)私煌ㄟ`法的實(shí)際情況,對(duì)癥下藥,采取有針對(duì)性的措施來(lái)杜絕交通違法,培養(yǎng)一支遵紀(jì)守法、技術(shù)過(guò)硬的機(jī)動(dòng)車(chē)駕駛?cè)岁?duì)伍。 總之,我們要嚴(yán)格遵守《道路交通安全法》和堅(jiān)持依法治國(guó),才能保持道路交通安全、暢通、有序和社會(huì)安定。做到這一點(diǎn),是要靠全社會(huì)的共同努力,但也不是一日之功,需要我們進(jìn)行長(zhǎng)期的、堅(jiān)持不懈的努力。
[Abstract]:On October 28, 2003, the Fifth meeting of the standing Committee of the Tenth National people's Congress adopted the Law of the people's Republic of China on Road Traffic Safety, which marks a milestone in the course of the construction of the road traffic legal system in China. On May 1, 2004, the Law of Road Traffic Safety of the people's Republic of China has attracted the attention of the society, and the law concerning thousands of families has been put into effect. Over the past year, the vast number of public security police throughout the country have conscientiously studied and propagated and implemented this law to further improve the road traffic order in urban and rural areas, ease traffic congestion, and reduce traffic accidents steadily. People's awareness of traffic safety has been greatly improved, an orderly, safe, smooth traffic environment is gradually formed. However, traffic violations are still widespread, some even intensified, our Changde City is no exception. On the basis of investigation and research, combining with the practice of traffic law enforcement, I have formed the article "investigation of Traffic illegal situation in Changde City". This paper is divided into three parts. The first part introduces the development of road traffic in Changde City. The second part is the current situation and reasons of traffic violation in Changde City. The third part is the prevention and control strategy of traffic violation in Changde city. Although at present drivers are not a major group of traffic lawbreakers, experience has taught us that the prevention of traffic violations must begin with the driver, and must be tailored to the actual situation of the driver in violation of the traffic law. Take targeted measures to eliminate traffic violations and train a team of law-abiding and skilled motor vehicle drivers. In short, we must strictly abide by the Road Traffic Safety Law and rule the country according to law to maintain road traffic safety, smooth, orderly and social stability. To achieve this, we must rely on the joint efforts of the whole society, but also not in one day, we need to carry out long-term, unremitting efforts.
