【摘要】： 戶口管理制度作為一項(xiàng)重要的社會(huì)制度,無論在古代還是現(xiàn)代,都發(fā)揮著重要的作用。隨著我國經(jīng)濟(jì)轉(zhuǎn)軌、市場轉(zhuǎn)型進(jìn)程的逐步加快,現(xiàn)行戶口管理制度的弊端愈發(fā)明顯地表現(xiàn)出來,對其改革也呼之欲出。本文回顧了我國戶口管理制度的演變,闡述了我國由計(jì)劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制轉(zhuǎn)軌過程中戶口制度改革的滯后性,通過借鑒國外的戶口管理制度,試圖探索出適合中國國情戶口管理模式,從而促進(jìn)社會(huì)的和諧、穩(wěn)定、可持續(xù)發(fā)展。本文主要分三部分。 第一部分,闡述了我國古代戶口管理制度的演變,對我國古代戶口制度產(chǎn)生、發(fā)展和完善做了較詳細(xì)的描述,著重論述了我國古代戶口管理制度的歷史作用。 第二部分,回顧了我國現(xiàn)代戶口管理制度所經(jīng)歷的三個(gè)階段,以及每個(gè)階段戶口管理制度的基本特點(diǎn),詳細(xì)地論述了我國現(xiàn)行戶口管理制度的現(xiàn)狀與存在的主要問題和負(fù)面影響。 第三部分,通過借鑒國外“戶口管理”的經(jīng)驗(yàn),結(jié)合我國國情,試圖構(gòu)建一套和諧的戶口管理模式。
[Abstract]:As an important social system, hukou management system plays an important role in both ancient and modern society. With the economic transition and the gradual acceleration of the market transformation process, the drawbacks of the current hukou management system are becoming more and more obvious, and the reform of the system is also imminent. This paper reviews the evolution of the hukou management system in China, and expounds the lag in the reform of the hukou system during the transition from the planned economy system to the market economy system. In order to promote social harmony, stability and sustainable development, this paper attempts to explore a hukou management model suitable for China's national conditions. This paper is divided into three parts. The first part expounds the evolution of the ancient hukou management system in China, describes in detail the emergence, development and improvement of the ancient hukou system in China, and emphatically discusses the historical role of the ancient hukou management system in China. The second part reviews the three stages of the modern hukou management system in China and the basic characteristics of the hukou management system in each stage. The present situation, main problems and negative effects of the current hukou management system in China are discussed in detail. In the third part, the author tries to build a harmonious hukou management model by drawing lessons from the experience of foreign countries and combining with the national conditions of our country.
