中國(guó)城市治安秩序供給的多中心治理研究

【摘要】： 城市治安秩序作為城市公共物品的一種,它的有效供給對(duì)于城市化、城市經(jīng)濟(jì)發(fā)展具有重要作用。城市治安的有效供給是提高城市競(jìng)爭(zhēng)力的重要手段。 多中心治理理論是公共管理研究領(lǐng)域出現(xiàn)的全新的理論,為公共事務(wù)提出了不同于官僚行政理論的治理邏輯。多中心治理理論在現(xiàn)實(shí)中最大的應(yīng)用價(jià)值是提出在政府的治理變革中,打破單中心的政府統(tǒng)治模式,構(gòu)建政府、市場(chǎng)和市民社會(huì)三維框架下的多中心治理模式。多中心的行政體制具有解決社會(huì)問(wèn)題的巨大優(yōu)勢(shì),這一理論為分析我國(guó)城市治安秩序的供給提供了新的思路。 本文所要解決的問(wèn)題是如何運(yùn)用多中心治理理論優(yōu)化城市治安秩序這一公共物品的供給。當(dāng)前我國(guó)正處于城市化和新舊經(jīng)濟(jì)體制轉(zhuǎn)軌時(shí)期,如何優(yōu)化中國(guó)城市治安秩序的供給是擺在各級(jí)政府面前的重要課題。文章通過(guò)分析多中心治理對(duì)公共物品供給制度中有效競(jìng)爭(zhēng)的支持,探討了其對(duì)中國(guó)城市治安秩序供給改革的啟示,研究后會(huì)得出一些有效的政策建議。 在研究的過(guò)程中,文章力求達(dá)到研究視角和對(duì)策兩方面創(chuàng)新,從多中心治理范式的視角對(duì)中國(guó)城市治安秩序的有效供給進(jìn)行了全新的定位,解決實(shí)際操作中的問(wèn)題。 在研究方法方面,本文借助這種比傳統(tǒng)公共行政范式更為有效的新型治理范式---多中心公共治理范式的框架,對(duì)中國(guó)城市治安供給的現(xiàn)狀進(jìn)行分析,研究多中心治理理論的內(nèi)涵及其在城市公共物品供給中的作用,探討其對(duì)中國(guó)城市公共治安供給狀況改革的啟示,采用理論研究與文獻(xiàn)分析相結(jié)合的方法。 值得強(qiáng)調(diào)的是,城市治安秩序的多中心供給理念,并不是徹底否定國(guó)家權(quán)威的必要性,相反,特殊的國(guó)情和特殊的時(shí)空條件都需要國(guó)家發(fā)揮廣泛的作用;艱巨的歷史使命和發(fā)展了的社會(huì)也對(duì)國(guó)家的質(zhì)量提出了更高的要求,轉(zhuǎn)型期的國(guó)家在許多方面還難以適應(yīng)這些要求,因此市場(chǎng)和市民社會(huì)及時(shí)的起到了補(bǔ)充的作用。 任何一種治理方式都不是萬(wàn)能的,無(wú)論是政府安排,還是市場(chǎng)安排或者多中心的安排,任何一種制度安排對(duì)于解決復(fù)雜的公共事物問(wèn)題時(shí),都可做出一定的貢獻(xiàn)。
[Abstract]:As a kind of urban public goods, urban public order plays an important role in urbanization and urban economic development. The effective supply of urban public security is an important means to improve the competitiveness of the city. The theory of polycentric governance is a new theory which appears in the field of public administration research, which brings forward the governance logic different from the theory of bureaucratic administration for public affairs. The most important application value of polycentric governance theory in reality is to break the single-center government governance model and construct the multi-center governance model under the three-dimensional framework of government, market and civil society. The multi-center administrative system has great advantages in solving social problems. This theory provides a new idea for the analysis of the supply of urban public order in China. The problem to be solved in this paper is how to optimize the supply of public goods such as urban public order by using the theory of polycentric governance. At present, our country is in the period of urbanization and the transition of new and old economic system. How to optimize the supply of urban public order in China is an important subject for all levels of government. By analyzing the support of multi-center governance to the effective competition in the supply system of public goods, this paper probes into its enlightenment to the reform of the supply of urban public order in China, and comes up with some effective policy recommendations after the study. In the course of the research, the article tries to achieve the innovation of the research angle and the countermeasure. From the perspective of the multi-center governance paradigm, it makes a new orientation to the effective supply of the urban public security order in China, and solves the problems in the practical operation. In terms of research methods, this paper analyzes the present situation of urban public security supply in China with the help of the framework of multi-center public governance paradigm, which is more effective than the traditional public administration paradigm. This paper studies the connotation of the theory of multi-center governance and its role in the supply of urban public goods, probes into its enlightenment to the reform of the supply of urban public security in China, and adopts the method of combining theoretical research with literature analysis. It is worth emphasizing that the multi-center supply concept of urban public security order is not the necessity of completely denying the authority of the state, on the contrary, the special national conditions and special space-time conditions require the state to play a wide role. The arduous historical mission and the developed society also put forward higher demands on the quality of the country. The countries in transition are still unable to adapt to these requirements in many aspects, so the market and the civil society play a complementary role in time. Any kind of governance method is not omnipotent, whether it is the government arrangement, the market arrangement or the multi-center arrangement, any kind of system arrangement can make certain contribution to solve the complex public affairs problem.
