【摘要】： 我國(guó)正處在經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型的階段,在加快改革開放和建立社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的歷史條件下,各種社會(huì)矛盾增多,特別是國(guó)有企業(yè)改制、職工下崗、拖欠工資和退體金、勞務(wù)糾紛、城鄉(xiāng)建設(shè)拆遷、干群關(guān)系緊張等社會(huì)問題引發(fā)出了許多群體性治安事件。群體性治安事件的頻繁出現(xiàn),已成為影響社會(huì)發(fā)展穩(wěn)定的突出問題,并關(guān)系到人民的正常生活秩序。因此,對(duì)群體性治安事件的預(yù)防和管理也成為當(dāng)前各級(jí)黨委和政府的重要職能。公安機(jī)關(guān)作為政府的職能部門,擔(dān)負(fù)著新時(shí)期維護(hù)國(guó)家安全和社會(huì)穩(wěn)定的基本任務(wù),在群體性治安事件處置中扮演著重要的角色。本文試圖從認(rèn)識(shí)群體性治安事件入手,分析它的概念、內(nèi)涵、特征、主要表現(xiàn)形式以及產(chǎn)生的原因,從而探討政府如何建立健全群體性治安事件的預(yù)防和處置機(jī)制,搞好各利益群體間、各社會(huì)階層間關(guān)系的調(diào)整,并將單獨(dú)就公安機(jī)關(guān)這個(gè)特殊的政府職能部門在預(yù)防和處置方面的機(jī)制和途徑作一番探討。
[Abstract]:Our country is in the stage of economic transition and social transformation. Under the historical conditions of speeding up the reform and opening up and the establishment of a socialist market economic system, various social contradictions have increased, especially in the reform of state-owned enterprises and the layoff of workers. Social problems, such as arrears of wages and retirement funds, labor disputes, urban and rural construction and demolition, and tension between cadres and the masses, have led to a lot of group public security incidents. The frequent occurrence of group security events has become a prominent problem affecting the social development and stability, and related to the normal life order of the people. Therefore, the prevention and management of mass security incidents has become an important function of party committees and governments at all levels. As the functional department of the government, the public security organ shoulders the basic task of maintaining national security and social stability in the new period, and plays an important role in the handling of group public security incidents. This paper attempts to analyze the concept, connotation, characteristics, main forms of expression and causes of group public security events, so as to discuss how to establish and perfect the prevention and treatment mechanism of group public security incidents. In order to adjust the relationship between various interest groups and social strata, this paper will discuss separately the mechanism and ways of prevention and treatment of public security organ, a special government functional department.
