【摘要】：當前群體性事件的深層原因是 :1 從社會結構角度看 ,權力的不平等導致利益沖突。 2 從經濟角度看 ,分配不公導致利益沖突加劇。 3 改革不配套 ,一些措施超出特定社會群體的社會預期和承受能力。 4 社會控制機制弱化 ,社會整合機制滯后。從階層的角度分析群體性事件的人員構成有 :民工 ,以下崗國企職工為主要成分的城市貧農 ,政府官員和教師。對策建議 :理順經濟秩序 ,完善收入分配調節(jié)機制 ;從積極的角度看待群體性事件 ,為社會不滿情緒提供必要的宣泄渠道 ;暢通合法渠道 ,把矛盾納入法制化軌道 ;公安機關要講策略 ,將執(zhí)法成本降至最低限度 ,并謀求社會援助 ,共同應對。
[Abstract]:The deep reason of the current mass incident is that from the perspective of social structure, the inequality of power leads to conflict of interest. From the economic point of view, unfair distribution leads to the intensification of conflicts of interest. Reform is not matched, and some measures exceed the social expectations and affordability of specific social groups. 4 the social control mechanism is weakened and the social integration mechanism lags behind. From the angle of stratum, the composition of group incidents is: migrant workers, urban poor peasants, government officials and teachers with laid-off state-owned workers as the main component. Countermeasures and suggestions: straightening out the economic order, perfecting the income distribution regulation mechanism, looking at group incidents from a positive angle, providing necessary channels for social discontent, unblocking legal channels, The public security organs should stress strategy, reduce the cost of law enforcement to the minimum, and seek social assistance to deal with it.
