【摘要】:隨著天津經(jīng)濟(jì)迅猛發(fā)展,人民生活水平日益提高,機(jī)動車飽有量也在不斷增加,隨之而來的是機(jī)動車盜竊和以機(jī)動車犯罪案持續(xù)增加,為打擊機(jī)動車犯罪,并提高機(jī)動車犯罪的防范力度,利用科技強(qiáng)警,兼顧加強(qiáng)全局警用車輛和人員的管理的需求,設(shè)計并建設(shè)了天津市公安局GPS精確打擊機(jī)動車盜竊系統(tǒng)。 系統(tǒng)分為幾個子系統(tǒng)分別是車載信息終端子系統(tǒng)、通信子系統(tǒng)、GIS服務(wù)子系統(tǒng)、應(yīng)用服務(wù)子系統(tǒng)、數(shù)據(jù)庫子系統(tǒng)、GIS服務(wù)子系統(tǒng)、監(jiān)控調(diào)度客戶端子系統(tǒng)。系統(tǒng)設(shè)計實(shí)現(xiàn)原理為車載信息終端子系統(tǒng)采集數(shù)據(jù),通過通訊子系統(tǒng)傳至應(yīng)用服務(wù)子系統(tǒng),,由應(yīng)用服務(wù)子系統(tǒng)分析并解析數(shù)據(jù),并數(shù)據(jù)庫子系統(tǒng)進(jìn)行數(shù)據(jù)交換,監(jiān)控調(diào)度客戶端子系統(tǒng)通過網(wǎng)絡(luò)連接到應(yīng)用服務(wù)子系統(tǒng)獲得相關(guān)數(shù)據(jù),再通過GIS服務(wù)子系統(tǒng)將相關(guān)信息顯示在電子地圖和各種信息列表中。實(shí)現(xiàn)了對車輛位置實(shí)時跟蹤,軌跡回放,進(jìn)出區(qū)域報警,車輛啟動報警,車輛遠(yuǎn)程鎖車,區(qū)域案件分析等主要功能,對于案件的偵破起到了很大輔助的作用。 在系統(tǒng)使用過程里,利用車輛位置信息和歷史軌跡信息,進(jìn)行對發(fā)案車輛的監(jiān)控和分析,先后破獲盜竊車輛案件200多起,各種涉車案件40多起,其中重大案件10余起,抓獲犯罪嫌疑人100多人,打掉團(tuán)伙10多個,有力的保證了人民的生命和財產(chǎn)的安全,為平安天津建設(shè)做出了貢獻(xiàn)。
[Abstract]:With the rapid development of Tianjin's economy, the standard of living of the people is improving day by day, and the amount of motor vehicle satiety is also increasing. With this, the theft of motor vehicles and crimes committed by motor vehicles continue to increase, in order to crack down on motor vehicle crimes. In order to improve the prevention of motor vehicle crime, make use of science and technology to strengthen police force, and take into account the need of strengthening the management of police vehicles and personnel in the whole situation, the GPS system of Tianjin Public Security Bureau is designed and built to crack down on motor vehicle theft accurately. The system is divided into several subsystems: vehicle information terminal subsystem, communication subsystem GIS service subsystem, application service subsystem, database subsystem GIS service subsystem, monitoring and dispatching client subsystem. The design principle of the system is to collect the data from the vehicle information terminal subsystem and transmit the data to the application service subsystem through the communication subsystem. The data are analyzed and analyzed by the application service subsystem, and the data exchange is carried out by the database subsystem. The monitoring and scheduling client subsystem connects to the application service subsystem through the network to obtain the relevant data, and then displays the relevant information in the electronic map and various information lists through the GIS service subsystem. It realizes the main functions such as real-time tracking of vehicle position, playback of track, alarm of entering and leaving area, alarm of vehicle starting, remote locking of vehicle, analysis of regional cases and so on, which plays a very important role in the detection of cases. In the course of using the system, the vehicle position information and historical track information are used to monitor and analyze the vehicles in question. More than 200 vehicle theft cases have been cracked, and more than 40 cases involving various types of vehicles have been cracked, including more than 10 major cases. More than 100 suspects were captured, more than 10 gangs were knocked out, and the safety of people's lives and property was guaranteed, and contributed to the construction of peaceful Tianjin.
