【摘要】： 20世紀(jì)80年代以來,全球社會(huì)政治經(jīng)濟(jì)生活中出現(xiàn)了一個(gè)重要變革,即非政府組織的迅速發(fā)展以及他們作為政府、企業(yè)之外的新角色廣泛參與人類社會(huì)各領(lǐng)域的活動(dòng)。上個(gè)世紀(jì)80年代世界發(fā)展領(lǐng)域的最重大的組織制度創(chuàng)新之一,就是非政府組織體系在全球范圍的形成。當(dāng)前,中國(guó)社會(huì)在改革開放和經(jīng)濟(jì)轉(zhuǎn)型的巨大推動(dòng)下,正在發(fā)生著日益深刻的變化。勿庸置疑,中國(guó)在經(jīng)濟(jì)、社會(huì)快速發(fā)展的過程中,在積極參與全球事務(wù)以及處理本國(guó)與國(guó)際社會(huì)關(guān)系的過程中,也必須面對(duì),并積極而審慎的處理好與各類非政府組織的關(guān)系。 非政府組織對(duì)國(guó)際關(guān)系及各國(guó)內(nèi)政發(fā)展所起的作用和影響較為復(fù)雜。國(guó)際非政府組織受各該非政府組織的宗旨和原則、主要成員國(guó)對(duì)外政策及意識(shí)形態(tài)等因素的影響,在促進(jìn)國(guó)際關(guān)系健康發(fā)展方面能夠起到一定的建設(shè)性作用,但是在特殊情況下,非政府組織也可能被某些國(guó)家利用,成為干涉成員國(guó)或其他國(guó)家內(nèi)政的工具,構(gòu)成威脅國(guó)際和平與安全的嚴(yán)重消極因素。目前,較多學(xué)者及其著述對(duì)非政府組織活動(dòng)的積極作用作了比較詳細(xì)的研究和闡述,對(duì)它的負(fù)面影響較少涉及。 本文作者的觀點(diǎn)是,我國(guó)作為非政府組織理論研究和非政府組織發(fā)展實(shí)踐的后起之國(guó),面對(duì)國(guó)際非政府組織活動(dòng)越境而入及本國(guó)“草根”民間組織蓬勃發(fā)展的現(xiàn)實(shí)環(huán)境,必須切實(shí)加強(qiáng)對(duì)非政府組織及其發(fā)展規(guī)律的研究,加強(qiáng)對(duì)國(guó)際非政府組織及其活動(dòng)影響的研究,加強(qiáng)對(duì)主權(quán)國(guó)家與非政府組織關(guān)系及政府對(duì)非政府組織管理制度的研究;在看到非政府組織尤其境外非政府組織在國(guó)家和社會(huì)發(fā)展中發(fā)揮積極作用的同時(shí),高度關(guān)注西方非政府組織及西方國(guó)家和國(guó)際反華勢(shì)力假非政府組織之名對(duì)我國(guó)進(jìn)行的各種滲透破壞活動(dòng)給國(guó)家政治安全帶來的嚴(yán)重威脅。作者通過對(duì)發(fā)達(dá)國(guó)家和發(fā)展中國(guó)家非政府組織管理機(jī)制的研究和借鑒,提出加強(qiáng)在我國(guó)境內(nèi)活動(dòng)的非政府組織的管理監(jiān)督的對(duì)策建議,以期通過國(guó)家非政府組織管理體系的建構(gòu)和制度落實(shí),達(dá)到揚(yáng)長(zhǎng)避短、興利除弊的作用,真正使非政府組織成為國(guó)家和社會(huì)發(fā)展的促進(jìn)因素,切實(shí)維護(hù)和創(chuàng)造有利于我國(guó)政治經(jīng)濟(jì)建設(shè)的國(guó)際國(guó)內(nèi)環(huán)境,維護(hù)我國(guó)家安全和社會(huì)政治穩(wěn)定。
[Abstract]:Since 1980s, there has been an important change in the political and economic life of the global society, that is, the rapid development of non-governmental organizations and their extensive participation in various fields of human society as new actors outside the government and enterprises. One of the most important organizational system innovations in the world in 1980's is the formation of NGO system in the world. At present, China's society, driven by reform and opening-up and economic transformation, is undergoing increasingly profound changes. There is no doubt that in the process of rapid economic and social development, and in the process of actively participating in global affairs and dealing with the relationship between China and the international community, China must also actively and prudently handle its relations with all kinds of non-governmental organizations. The role and influence of NGOs on the development of international relations and internal affairs are complex. International non-governmental organizations, influenced by the purposes and principles of the non-governmental organizations, the foreign policies and ideologies of the major member States, can play a constructive role in promoting the healthy development of international relations, However, in exceptional circumstances, NGOs may also be used by certain States as instruments of interference in the internal affairs of member States or other States, constituting a serious negative factor threatening international peace and security. At present, more scholars and their writings have done more detailed research and elaboration on the active role of non-governmental organization activities, and the negative impact on it is less involved. The author of this paper holds that China, as a new country in the theoretical research of non-governmental organizations and the development practice of non-governmental organizations, is confronted with the reality of the international non-governmental organizations' activities crossing the border and the flourishing development of their "grassroots" non-governmental organizations. It is necessary to strengthen the study of non-governmental organizations and their development laws, the impact of international non-governmental organizations and their activities, and the relationship between sovereign states and non-governmental organizations, as well as the management system of non-governmental organizations by the Government; While seeing the active role played by non-governmental organizations, particularly those outside the country, in national and social development, Great attention is paid to the serious threat to national political security caused by various infiltration and sabotage activities carried out by Western non-governmental organizations, Western countries and international anti-China forces in the name of fake non-governmental organizations. Based on the research and reference of the management mechanism of non-governmental organizations in developed and developing countries, the author puts forward some countermeasures and suggestions to strengthen the management and supervision of non-governmental organizations operating in China. It is hoped that through the construction of national non-governmental organization management system and the implementation of the system, the advantages and disadvantages can be promoted, the beneficial things can be done, the malpractice can be removed, and the non-governmental organization will become the promoting factor of the national and social development. We will earnestly safeguard and create an international and domestic environment conducive to China's political and economic construction, and safeguard our national security and social and political stability.
